SE'I. OF SECTION 32, TOWNSHIP 41 NORTH, RANGE 15 WEST, FROM A-R (AGRICULTURAL-RESIDENTIAL) ZONE TO R-MH (SINGLE-FAMILY RESIDENTIAL MOBILE HOME) ZONE, IN THE ARIZONA STRIP AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December 2, 1996, a public hearing was conducted to determine whether an Extension of Time for a Rezone should be granted for the above described property as requested by Eugenie M. Broussard of Danville, California, and WHEREAS, this property is located west of County Highway 91 and north of the Interstate 15 and Highway 91 interchange in the Littlefield area, and is located on the east side of the Beaver Dam Wash. The site is accessed from Highway 91 via west on a local road known as "Old Pioneer Road" to the southern edge of Ms. Broussard's property, then northwest on a 15-foot Ingress and Egress (I&E) easement to the site. The site is to the northeast of the extension of this I&E. The property is vacant and relatively flat, sloping to the east toward the Beaver Dam Wash. The surrounding land uses consist of the Virgin Village No. I subdivision to the northeast and Virgin Village No.2 subdivision to the north. The property to the west is part of the Virgin Acres Tract No. I and is vacant. The Mohave County General Plan designates this area as a Rural Development Area and an Outlying Community, and WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors on June 5, 1995 via BOS Resolution No. 95-216, and WHEREAS, this Extension of Time will allow the applicant time to complete the mobile home park. She is waiting for the acceptance of the road dedication by Mohave County as she stated in her letter of September 9, 1996, and WHEREAS, this will be the first Extension of Time for this property, and WHEREAS, a review ofFEMA FIRM Panel #040058-0025B indicates the parcel described to be in Zone A, in the Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: RESOLUTION NO. 96-399 Page 2 -- -'-- .. It - PAGE 2 OF 2 BK 2830 PG ~68 FEE~96682~0 a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other like land uses similar to the above proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site, except for the noted Special Flood Hazard Area. g. This request complies with the Extension of Time Policy. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on November 13, 1996, the Commission recommended APPROVAL for an Extension of Time for a Rezone subject to the following: 1. Continued compliance with the conditions ofBOS Resolution No. 95-216. 2. 1bis Extension of Time will be in effect until June 5,1997. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, November 16, 1996, and posted November 15, 1996, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, December 2, 1996, APPROVED this Extension of Time for a Rezone as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
