RESOLUTION NO. 96-396
A RESOLUTION SETTING FORTH MOHA VE COUNTY'S COMMENTS ON THE INCLUSION
OF THE DESERT TORTOISE RECOVERY PLAN'S RECOMMENDATIONS INTO THE
ARIZONA STRIP DISTRICT'S RESOURCE MANAGEMENT PLAN (RMP).
WHEREAS, the Board of Supervisors considered this matter at their meeting on October 21,1996,
and
WHEREAS, it is Mohave County's opinion thai scientific evidence is lacking concerning Ihe
number of tortoises and the affect livestock grazing has on the tortoise, and
WHEREAS, the Mohave County Public Land Use Committee supported a literature search
conducted by Resource Concepts, Inc. on the Desert Tortoise, and
WHEREAS, the Federal Land Management Policy Acl and the Taylor Grazing Act mandates the
Bureau of Land Management to manage for multiple use, and
WHEREAS, the proposed amendment to incorporate the recommendations in the Desert Tortoise
Recovery Plan into the Arizona Strip's Resource Management Plan (RMP) is in direct conflict with the
multiple use mandates, and
WHEREAS, the proposal to eliminate livestock grazing during the growth season seriously impacts
the livestock industry in the Arizona Strip, and
WHEREAS, the proposed amendment does nol consider Mohave County's economic base, nor the
custom and culture and, therefore, does not comply with the National Environmental Policy Act, and
WHEREAS, the Desert Tortoise Recovery Plan does not address compensation for the loss of
permits for grazing and people use.
NOW THEREFORE BE IT RESOLVED, that the Mohave County Board of Supervisors
recommends that:
l. Any final action on the proposed amendment 10 the Arizona Slrip District's RMP be
postponed until the literature search noted above is completed.

After the scientific literature search is completed, revise the alternatives to provide viable
options for multiple use.

Allow Mohave County the courtesy of commenting further once analysis of the literature
search is completed.
