GENERAL AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on November 4, 1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above described property as requested by North Star Steel, being represented by John Avery, ConstructionlEngineering Manager, of Kingman, Arizona, and WHEREAS, this property is located northeast of the Interstate 40/McConnico Interchange east of Highway 66 and between the BN&SF Railroad lines, southwest of the City of Kingman. The site is accessed from Interstate 40 via the McConnico Interchange, then east to the Frontage Road, then northeast on the Frontage Road to the site. The North Star Steel Mill is located on the property along with associated support structures. The surrounding land uses consist of vacant land, several trucking related businesses and several salvage yards. There are no significant drainage patterns, and WHEREAS, the applicant requests this Zoning Use Permit for two diesel fuel storage tanks to support the North Star Steel complex. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, a review of FEMA FIRM Panel #040058-2325B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The site has legal access. e. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on October 9, 1996, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following: J . _ _ . . PAGE 2 OF 2 BK 2815 PG 841 FEE~966202~ RESOLUTION NO. 96-389 Page 2 I. This Zoning Use Permit is for two diesel fuel storage tanks and activities related thereto. 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. The existing site plan per Section 27.P (Site Plan Requirements) must be revised to show the location of the two diesel fuel storage tanks and approved prior to approval of permits. 3. The applicant shall comply with all the applicable provisions of the Office of the State Fire Marshal and the local fire department. 4. The appropriate zoning, building, environmental and floodplain permits will be obtained prior to construction. 5. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 6. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the public health, safety and welfare. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, October 19, 1996, and posted October 18, 1996, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, November 4, 1996, APPROVED this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
