A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF A
PORTION OF THE WYZ NWV. NWV. OF SECTION 25, TOWNSHIP 19 NORTH, RANGE 22
WEST, FROM A-R (AGRICULTURAL-RESIDENTIAL) ZONE TO R-MH (SINGLE FAMILY
RESIDENTIAL MOBILE HOME) ZONE, IN THE SOUTH MOHA VE V ALLEY AREA, MOHA VE
COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on November
4, 1996, a public hearing was conducted to determine whether an Extension of Time for a Rezone should
be granted for the above described property as requested by G. Kelly Grier, Burton Engineering, Inc.,
representing the owner, Richard B. Young, of Oceanside, California, and
WHEREAS, this property is located south of Bullhead City and east of State Highway 95. The site
is accessed from State Highway 95 via east on El Rodeo Road to Mountain View Road, then south on
Mountain View Road to the site, located on the east side approximately 615 feet south of EI Rodeo Road.
The property is vacant and flat, sloping slightly to the west. There are no significant drainage patterns. The
Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on October 7,1991 viaBOS Resolution No. 91-264. It was extended for the frrst time with BOS Resolution
No. 92-386 on December 7,1992. A second extension was granted via BOS Resolution No. 93-306 on
November 1,1993, and on December 5,1994 a third Extension of Time was granted via BOS Resolution
No. 94-418. During this time period Mr. Young acquired the property and requested a fourth Extension of
Time on December 4, 1995 and was approved with BOS Resolution No. 95-475, and
WHEREAS, this Extension of Time will be the second under Mr. Young's ownership of this
property. As stated in Ms. Grier's letter dated August 15, 1996, this Extension of Time will allow the
applicant "...to carry through with plans to expand the Park, but has needed this past year to assess the entire
project and set priorities. The existing Park has taken the bulk of his time, finances and attention.
Additional time is now needed to continue the development of this addition to the existing El Rodeo Villas
Mobile Home Park. Mr. Young would like to pursue plans to bring the sewer line up to his property rather
than hooking into the existing treatment facility on the existing Mobile Home Park property. He has entered
into negotiations; however, needs this additional time extension," and
WHEREAS, this will be the fifth Extension of Time for this property, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2445C indicates the parcel described to be
in Zone AO, in the Special Flood Hazard Area, and

WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site, except for the noted
Special Flood Hazard Area.
g. This request does not comply with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
October 9, 1996, the Commission recommended APPROVAL for an Extension of Time for a Rezone subject
to the following:
I. Continued compliance with the conditions ofBOS Resolution No. 91-264.
2. This Extension of Time will be in effect until October 7,1997.
3. Unless development commences before October 7,1997, this will be the last Extension of
Time.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, October 19, 1996, and posted October 18, 1996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, November 4, 1996, APPROVED this Extension of Time for a Rezone as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
