WY. OF SECTION 8, LYING BETWEEN THE SOUTHERLY RlGHT- OF-WAY LINE OF HIGHWAY 66 AND THE NORTHERLY RIGHT-OF-WAY LINE OF THE BN&SF RAILROAD, TOWNSHIP 20 NORTH, RANGE 17 WEST, FOR AN OFF-PREMISE SIGN IN A M12A (GENERAL MANUFACTURING /TWO ACRE MINIMUM LOT SIZE) ZONE, IN THE MOHA VE COUNTY GENERAL AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December 2,1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above described property as requested by John Albanese, representing Young Electric Sign Company of Kingman, Arizona, and WHEREAS, this property is located southeast of the Interstate 40IMcConnico Interchange between Highway 66 and the BN&SF Railroad, southwest of the City of Kingman. The site is accessed from Interstate 40 via the McConnico Interchange, then east to the Frontage Road, then southwest on the Frontage Road to the site. The property has a salvage, scrap and dismantling yard on it and is relatively flat. The surrounding land uses consist of vacant land, North Star Steel and several trucking related businesses, and another salvage yard. There are no significant drainage patterns, and WHEREAS, the applicant requests this Zoning Use Permit for an off-premise sign on the southern end of this property. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, a review ofFEMA FIRM Panel #040058-2325B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other like land uses similar to the above proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site. PAGE 2 OF 2 BK 2830 PG 543 FEE~9668267 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on November 13, 1996, the Commission recommended DENIAL for a Zoning Use Permit based upon the following: 1. Because of the proliferation of signs along Interstate 40 from the McConnico Interchange to .the Kingman City Limits. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, November 16, 1996, and posted November 15, 1996, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, December 2, 1996, DENIED this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
