A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON PARCEL B AS SHOWN ON
PARCEL PLATS BOOK 11, PAGE 100, A PORTION OF PARCEL 47, IN THE SE'I. OF SECTION
10, TOWNSHIP 21 NORTH, RANGE 18 WEST, FOR A RESIDENCE IN A C-2WIA (GENERAL
COMMERCIAL HIGHWAY FRONTAGE/ONE ACRE MINIMUM LOT SIZE) ZONE, IN THE
GOLDEN VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December
2, 1996, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above described property as requested by Clarence O. and Royann R Watson of Golden Valley, Arizona,
and
WHEREAS, this property is located on the south side of State Highway 68, between A vra Road and
Arivaca Road. The site is accessed directly from State Highway 68. The property is vacant and relatively
flat, sloping slightly to the south. The surrounding land uses consist of vacant land, a few single-family
residences, and several highway businesses along State Highway 68. To the east is the closed Golden Valley
Swap Meet. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit for a residence in a commercial zone.
The Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2325B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the Mohave County Public Works Department requests that a site plan in accordance
with Section 27.P (Site Plan Requirements) must be completed and approved prior to approval of permits.
In addition, if this developmenl creates any additional impervious area a Limited Drainage Report will have
10 be submitted. The Mohave County Planning and Zoning Department believes that this is not necessary
for just a residence in a C-2H1IA zone, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan and the
Golden Valley Area Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.

d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
November 13, 1996, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:
1. This Zoning Use Permit is for a residence in a C-2H11A (General Commercial Highway
Frontage/One Acre Minimum Lot Size) zone and activities related thereto.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations.
3. The applicant will have to contact the Arizona Department of Transportation (ADOT)
regarding access from State Highway 68 to this project.
4. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to construction.
5. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
6. 1bis Zoning Use Permit is subject to revocation upon 60 days notificalion by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to Ihe public health, safety and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, November 16,1996, and posted November 15, 1996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
