TWENTY THOUSAND SQUARE FOOT MINIMUM LOT SIZE) ZONE, IN THE KINGMAN AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on February 3, 1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above described property as requested by Jack B. and Nora E. Speer of Kingman, Arizona, and WHEREAS, this property is located east of Stockton Hill Road and south of Northern A venue, north of the City of Kingman. The site is accessed from Stockton Hill Road via east on Gordon Drive to North Arizona Street, then north on North Arizona Street to the site, located on the east side approximately 800 feet north of Gordon Street. The property has a single-family residence on the south half and is relatively flat, sloping slightly to the southeast. The north half of the property is vacant. The surrounding land uses consist of single-family residences to the west and neighborhood commercial businesses to the east. There are no significant drainage patterns, and WHEREAS, the applicant requests this Zoning Use Permit for a residence in a C-2/20M (General Commercial/Twenty Thousand Square Foot Minimum Lot Size) zone on the north half of Lot 18. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, a review ofFEMA FIRM Panel #040058-2l65C indicates the parcel described to be in Zone AO, in the Special Flood Hazard Area. Additional Flood Plain note: All structures on this property are located within the three-quarters of the lot that is located in Zone C, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other like land uses similar to the above proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site, except for the noted Special Flood Hazard Area. . . PAGE 2 OF 2 BK 2853 PG 33 FEE~9706052 RESOLUTION NO. 97-48 Page 2 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on January 8, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following: 1. This Zoning Use Permit is for a residence in a C-2120M (General Commercial/Twenty Thousand Square Foot Minimum Lot Size) zone and activities related thereto. 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. 3. The appropriate zoning, building, environmental and floodplain permits will be obtained prior to construction. 4. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the public health, safety and welfare. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, January 18, 1997, and posted January 17, 1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, February 3, 1997, APPROVED this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
