RESOLUTION NO. 97-49
A RESOLUTION SETTING FORTH A SPECIFIC USE PERMIT ON PARCEL IV -M-B, IN THE
KINGMAN AIRPORT INDUSTRIAL PARK, IN SECTION 26, TOWNSHIP 22 NORTH, RANGE
16 WEST, FOR THE ESTABLISHMENT OF A TRUCK TERMINAL AND MAINTENANCE
FACILITY IN AN A-D (AIRPORT-DEVELOPMENT) ZONE, IN THE KINGMAN AREA,
MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on February
3, 1997, a public hearing was conducted to determine whether a Specific Use Permit should be granted for
the above described property to Jim Wilkinson, Executive Director, Kingman Airport Authority, Kingman,
Arizona, and
WHEREAS, the property is located in the Kingman Airport Industrial Park northeast of Kingman
and east of Highway 66. The site is accessed from Highway 66 via southeast on Mohave Airport Drive to
Interstate Way West, then southwest on Interstate Way West to the site, located approximately 1,000 feet
southeast of Mohave Airport Drive. The site is vacant, relatively flat, sloping slightly to the west, and
WHEREAS, the applicant requests this Specific Use Permit to allow for a truck terminal and
maintenance facility. The proposed site is surrounded by a variety of commercial and industrial uses. The
Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2170B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
January 8, 1997, the Commission recommended APPROVAL for a Specific Use Permit subject to the

I. The Specific Use permit is intended for a truck terminal and maintenance facility and
activities related thereto; any other use will require an additional Specific Use Permit.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior
to approval of permits. In addition, a limited drainage report shall be submitted if any
significant impervious areas are created by this development.
3. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to construction.
4. Approval of a Specific Use Permit with such conditions and restrictions as the Board of
Supervisors may impose, shall be valid for two (2) years, in which time construction on the
project shall commence or the use authorized shall be initiated. Prior to expiration of the
approval, the developer may request an Extension of Time from the Commission to initiate
the project, and the Commission shall recommend to the Board an action based upon a
finding of substantial grounds of which to grant such an Extension of Time up to one (I)
year.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, January 18, 1997, and posted January 17,1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, February 3, 1997, APPROVED this Specific Use Permit as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
