A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON THE NEv.. NEV. OF PARCEL
300, IN THE SEv.. NWv.. OF SECTION 30, TOWNSHIP 21 NORTH, RANGE 18 WEST, FOR A
SECONDARY RESIDENCE IN AN A-R/I0A (AGRICUL TURAL-RESIDENTIALrrEN ACRE
MINIMUM LOT SIZE) ZONE, IN THE GOLDEN VALLEY AREA, MOHA VE COUNTY,
ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on February
3,1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above described property as requested by Ernest James Colter of Golden Valley, Arizona, and
WHEREAS, this property is located south of State Highway 68, between Colorado Road and Teddy
Roosevelt Road. The site is accessed from State Highway 68 via south on Teddy Roosevelt Road to Bolsa
Drive, then east on Bolsa Drive to Ligurta Road, then south on Ligurta Road to the site, located on the
southwest comer of Dubin Drive and Ligurta Road. The property has two single-family residences on it and
is relatively flat, sloping slightly to the southeast. The surrounding land uses consist of vacant land and a
few single-family residences. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit to allow a secondary residence in an A-
RlIOA (Agricultural-Residential/Ten Acre Minimum Lot Size) zone. The Mohave County General Plan
designates this area as an Urban Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2325B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, this Zoning Use Permit is to correct a zoning violation, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
January 8, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:
I. This Zoning Use Permit is for a mobile home as a secondary residence on this property and
the activities related thereto.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.R (Accessory or Secondary Residence Requirements) and a site
plan in accordance with Section 27.R must be completed and approved prior to approval of
permits.
3. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, January 18, 1997, and posted January 17, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, February 3, 1997, APPROVED this Zoning Use Permit as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
