A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF A
PORTION OF THE SEV. SEV. SWv. OF SECTION 23, TOWNSHIP 19 NORTH, RANGE 22 WEST,
FROM A-R (AGRICULTURAL-RESIDENTIAL) ZONE TO C-1I2A (NEIGHBORHOOD
COMMERCIALffWO ACRE MINIMUM LOT SIZE) ZONE, IN THE SOUTH MOHA VE
VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on February
3, 1997, a public hearing was conducted to determine whether an Extension of Time for a Rezone should
be granted for the above described property as requested by G. Kelly Grier of Burton Engineering, Inc., of
Bullhead City, Arizona, representing the owner/developer Dennis Gootrad ofWestIake Village, California,
and
WHEREAS, this property is located two miles south of Bullhead City, east of Highway 95 and north
of EI Rodeo Road. The site is accessed from Highway 95 via east on El Rodeo Road to the site, and is
located on the northwest corner ofEI Rodeo Road and Calle del Media. The development will be named
Rodeo Plaza. The property is vacant and no improvements have been made in connection to the proposed
commercial site. The Mohave County General Plan designates this area as an Urban Development Area.
There are no significant drainage patterns on the property, and
WHEREAS, this rezone change was conditionally approved by the Mohave County Board of
Supervisors on January 6, 1992, per BaS Resolution No. 92-5. An Extension of Time was granted on
February I, 1993, per BaS Resolution No. 93-29; a second Extension of Time was granted per BaS
Resolution No. 94-40 on February I, 1994; and a third Extension of Time was granted on February 6, 1995
per BaS Resolution No. 95-35. A fourth Extension of Time was granted via BaS Resolution No. 96-9 on
January 2, 1996, and
WHEREAS, this Extension of Time will allow the applicant time to complete this project and the
other conditions as required by BaS Resolution No. 92-5. The applicant's engineer, Burton Engineering,
Inc., stated in their letter dated December 3, 1996, "As you know, this project (known as Rodeo Plaza) is
adjacent to, and associated with the development of Rodeo Park, Tract 4145, which is being prepared for
submittal for review. The sewer is being negotiated and will be designed for both projects. An Extension
of time is needed for the continuation of the processing of this project," and
WHEREAS, this will be the fifth Extension of Time for this property. The approved Extension of
Time Policy allows only two Extensions of Time when a developer is actively pursuing a schedule of
completion, and

WHEREAS, a review ofFEMA FIRM Panel #040058-2445C indicates the parcel described to be
in Zone AO, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item;
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site, except the noted Special
Flood Hazard Area.
g. This request does not conform to the Mohave County Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
January 8, 1997, the Commission recommended APPROVAL for an Extension of Time for a Rezone subject
to the following:
I. Continued compliance with the conditions of BaS Resolution Nos. 92-5,93-29, 94-40, 95-
35 and 96-9.
2. This Extension of Time will be in effect until January 6, 1998.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, January 18, 1997, and posted January 17, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, February 3, 1997, APPROVED this Extension of Time for a Rezone as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
