HOHAVE COUHTY BOARO OF SUPERVISORS RECOROIHG FEE 0.00 RESOLUTION NO. 97-28 A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON A PORTION OF THE SEY.. SEV. SWY.. AND THE SWv. SWY.. SEY.. OF SECTION 16, TOWNSHIP 39 NORTH, RANGE 16 WEST, FOR A RECREATIONAL VEHICLE PARK IN AN A-R/7A (AGRICULTURAL- RESIDENTIAL/SEVEN ACRE MINIMUM LOT SIZE) ZONE, IN THE ARIZONA STRIP AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on February 3, 1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above described property as requested by David C. Hellberg of Boulder City, Nevada, and WHEREAS, this property is located south ofInterstate 15 and south of Mesquite, Nevada in the Scenic area of Mohave County. The site is accessed from Mesquite, Nevada via east on Elbow Canyon Road to the site, located on the north side approximately one-half mile west of Littlefield Drive. The western half of this property has a single-family residence on it and the eastern half is vacant. The terrain is relatively flat, sloping slightly to the north. The surrounding land uses consist of vacant land and single- family residences. There are no significant drainage patterns, and WHEREAS, the applicant requests this Zoning Use Permit for a recreational vehicle park on the 12.42 acres in the northern portion of this property. The Mohave County General Plan designates this area as a Rural Development Area and an Outlying Community, and WHEREAS, a review ofFEMA FIRM Panel #040058-0200B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other like land uses similar to the above proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on January 8, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following: . . This Zoning Use Permit is for a recreational vehicle park on the 12.42 acres in the northern portion of this property and activities related thereto as shown on Exhibit "A." 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. Section 27.1 (Recreational Vehicle Parks Requirements) must be completed and approved prior to approval of permits. 3. The appropriate zoning, building, environmental and floodplain permits will be obtained prior to construction. 4. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the public health, safety and welfare. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, January 18, 1997, and posted January 17, 1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, February 3, 1997, APPROVED this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
