A RESOLUTION SETTING FORTH A SPECIFIC USE PERMIT ON LOTS 1 AND 2, BLOCK 160,
VIRGIN ACRES, TRACT NO.1, IN THE NY: NEY.. OF SECTION 32, TOWNSHIP 41 NORTH,
RANGE 15 WEST, FOR SEWER LIFT STATION IN AN M (GENERAL MANUFACTURING)
ZONE, IN THE ARIZONA STRIP AREA, MORAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on February
3, 1997, a public hearing was conducted to determine whether a Specific Use Permit should be granted for
the above described property as requested by the Biasi Ranch Partnership of Mesquite, Nevada, and
WHEREAS, this property is located west of County Highway 91 and north of the Interstate 15 and
County Highway 91 interchange in the Littlefield area. The site is accessed from County Highway 91 via
west on McKnight Road to Arizona A venue, then north on Arizona A venue and an Ingress and Egress
Easement (I&E) to the site located on the west side of the I&E. The property is vacant, sloping slightly to
the southwest toward the Virgin River. The surrounding land uses consist of vacant land and single-family
residences. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Specific Use Permit to allow a sewer lift station. The
applicant rezoned this property to M zoning via BaS Resolution No. 95-124 on April 3, 1995. The Mohave
County General Plan designates this area as a Rural Development Area and an Outlying Community, and
WHEREAS, a review ofFEMA FIRM Panel #040058-0025B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site, except that this area is
designated a Class III habitat for the Desert Tortoise.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
January 8, 1997, the Commission recommended APPROVAL for a Specific Use Permit subject to the

I. This Specific Use Permit on Lots I and 2, Block 160, VIRGIN ACRES, Tract No. I, is
intended for a sewer lift station and activities related thereto; any new use will require
another Specific Use Permit.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior
to approval of permits.
3. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to construction.
4. Approval of a Specific Use Permit, with such conditions and restrictions as the Board of
Supervisors may impose, shall be valid for two (2) years, in which time construction on the
project shall commence or the use authorized shall be initiated. Prior to expiration of the
approval, the developer may request an Extension of Time from the Commission to initiate
the project, and the Commission shall recommend to the Board an action based upon a
finding of substantial grounds of which to grant such an Extension of Time up to one (I)
year.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, January 18, 1997, and posted January 17, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, February 3, 1997, APPROVED this Specific Use Permit as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
