RESOLUTION NO. 97-3
A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON THE NWV. NEV. OF SECTION
17, TOWNSHIP 15 NORTH, RANGE 19 WEST, FOR A PRIVATE LANDING STRIP AND
AIRPLANE HANGAR IN AN A-R/36A (AGRICUL TURAL-RESIDENTIALrrHIRTY -SIX ACRE
MINIMUM LOT SIZE) ZONE, IN THE LAKE HAVASU CITY AREA, MORAVE COUNTY,
ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on January
6, 1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above described property as requested by Steven George of Lake Havasu City, Arizona, and
WHEREAS, this property is located east of State Highway 95 and south of Havasu Heights
Boulevard (Mohave County Route 232). The site is accessed from State Highway 95 via east on Havasu
Heights Boulevard to Sky-View Drive, then south on Sky-View Drive to Wagon Wheel Drive, then east on
Wagon Wheel to Rice Drive, then southeast on Rice Drive through the BLM land to the site, located on the
east side approximately one and one-quarter mile from the intersection of Rice Drive and Rancho Vista
Drive. The property is vacant and the terrain is gently rolling hills. The surrounding land uses consist of
vacant land. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit for a private landing strip and airplane
hangar. The Mohave County General Plan designates this area as a Rural Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-3000B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the Mohave County Public Works Department's records indicate that there is not any
legal access to this parcel, and
WHEREAS, this item was first heard at the Planning and Zoning Commission meeting on
November 13, 1996 and the Commission had questions for the applicant, who was not present. The
Commission continued it to its December II, 1996 meeting to allow the applicant a chance to answer the
Commission's questions, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.

c. The site is adequate for the action intended and the use is consistent with the surrounding
terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
December II, 1996, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:
1. This Zoning Use Permit is for a private landing strip and airplane hangar and activities
related thereto.
2. The applicant shall comply with all applicable Federal Aviation Administration (FAA)
provisions and requirements.
3. The applicant shaIl comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior
to approval of permits.
4. The appropriate zoning, building, environmental and floodplain permits will be obtained
prior to construction.
5. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
6. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, December 21, 1996, and posted December 20, ] 996, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, January 6, 1997, APPROVED this Zoning Use Permit as recommended by the Mohave County
