RESOLUTION NO. 97-92
A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF A
PORTION OF GOVERNMENT LOT 3, IN SECTION 5, TOWNSHIP 40 NORTH, RANGE 15
WEST, FROM A (GENERAL) ZONE TO A-R (AGRICULTURAL-RESIDENTIAL) ZONE, IN THE
ARIZONA STRIP AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 7,
1997, a public hearing was conducted to determine whether an Extension of Time for a Rezone should be
granted for the above described property as requested by Terry Abplanalp of Rosenberg Associates, Civil
Engineers, Designers and Land Surveyors, of S1. George, Utah, representing the owner Bill T. Evans of
Littlefield, Arizona, and
WHEREAS, this property is located north ofInterstate 15 and west of Mohave County Highway
91 in the Littlefield area. The site is accessed from Mohave County Highway 91 via west on a local road
known as Old Pioneer Road to the site, located on the north side ofthe Old Pioneer Road approximately
three-tenths ofa mile west of Highway 91. The property has two mobile homes on it and is relatively flat,
sloping slightly to the south. There are no significant drainage patterns. The Mohave County General Plan
designates this area as a Rural Development Area and an Outlying Community, and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on December 6, 1993, via BaS Resolution No. 93-353. It was not extended by the applicant due to an
oversight and a misunderstanding by the surveyor of record, and
WHEREAS, this Extension of Time will allow the applicant time to complete the required Parcel
Plat and the other conditions as required by BaS Resolution No. 93-353, and
WHEREAS, this will be the first Extension of Time for this property, and
WHEREAS, a review ofFEMA FIRM Panel #040058-0025B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.

d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
g. This request complies with the Extension of Time Policy as this was the first request, but
does not for the time interval between resolutions.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
March 12, 1997, the Commission recommended APPROVAL for an Extension of Time for a Rezone subject
to the following:
1. Continued compliance with the conditions ofBOS Resolution No. 93-353.
2. This Extension of Time will be in effect until December 6, 1997.
3. This will be the last Extension of Time unless significant progress is made to complete the
conditions of the rezone resolution.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, March 22, 1997, and posted on March 21, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, April 7,1997, APPROVED this Extension of Time for a Rezone as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
