ONE ACRE MINIMUM LOT SIZE) ZONE, IN THE MEADVIEW PORTION OF THE MOHA VE COUNTY GENERAL AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on March 10, 1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above described property as requested by Thomas D. and Vicki Lynn Mendez of Mead view, Arizona, and WHEREAS, this property is located south of Meadview on Pierce Ferry Road. The site is accessed from US Highway 93 via northeast on Pierce Ferry Road to the site, located on the southeast corner of Pierce Ferry Road and Covina Drive. The site is located approximately six miles south of Meadview Boulevard. The property is vacant and the terrain is gently rolling hills, sloping slightly to the east. The surrounding land uses consist ofBLM land to the west and vacant land with a few single-family residences to the east, south and north. There are no significant drainage patterns, and WHEREAS, the applicant requests this Zoning Use Permit for a roadside billboard advertising the different businesses available in Meadview City Center. The Mohave County General Plan designates this area as a Rural Development Area and Meadview is considered an Outlying Community, and WHEREAS, the Mohave County General Plan designates this portion of Pierce Ferry Road as a Scenic Route, as shown on Exhibit V.7, Scenic Routes and Vistas, and WHEREAS, a review of FEMA FIRM Panel #040058-l450C indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect does not comply with the Mohave County General Plan. c. The site is adequate for the action intended. d. The site has legal access. e. There are no significant environmental features affecting the site. ~ . . RESOLUTION NO. 97-76 PAGE 2 OF 2 BK 2869 PG 303 FEE~9712793 Page 2 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on February 12, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following: 1. This Zoning Use Permit is for a roadside billboard, not greater than 10 feet in height, advertising the different businesses available in Meadview City Center and activities related thereto, and no greater than 150 square feet in area in accordance with Mohave County Zoning Regulations, Section 31.7-A-Table I, for right-of-way more than 60 feet and speed limit of30 mph. 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior to approval of permits. 3. The appropriate zoning, building, environmental, and floodplain permits will be obtained prior to construction. 4. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit, or if the use has been discontinued for six months, then approval shall terminate at that date. 5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the public health, safety, and welfare. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, February 22, 1997, and posted February 21,1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, March 10, 1997, APPROVED this Zoning Use Permit as recommended by the Mohave County Plarming and Zoning Commission and outlined herein.
