OF PARCEL 284 AS SHOWN IN RECORDS OF SURVEY BOOK 11, PAGE 4, IN THE NWv.. NWv.. OF SECTION 14, TOWNSHIP 21 NORTH, RANGE 19 WEST, IN THE GOLDEN VALLEY AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on March 10, 1997, a public hearing was conducted to determine whether an Abandonment should be granted for the above described property as requested by Annette M. Holmquist, representing Merle L. and Lavina E. Payne of Golden Valley, Arizona, and WHEREAS, this property is located south of State Highway 68 and east of Estrella Road. The site is accessed from State Highway 68 via south on Estrella Road to Shipp Drive, then east on Shipp Drive to Carrizo Road to the site, which is located on the southwest comer of Shipp Drive and Carrizo Road. The property is occupied by a single-family residence. The terrain is relatively flat and slopes gently to the east. The surrounding land uses consist of vacant parcels and scattered single-family residences. There are no significant drainage patterns, and WHEREAS, the applicant requests this abandonment to allow for development of the site. A portion of this roadway abandonment will be granted as a public utility easement in a related rezone action on the site. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, Citizens Utilities Rural Electric Company states "we have to deny this request as we have telephone facilities within this 20'- 0"," and WHEREAS, a review ofFEMA FIRM Panel #040058-2325B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding terrain. d. The site has legal access. . . RESOLUTION NO. 97-73 PAGE 2 OF 2 BK 2869 PG 295 FEE~9712790 Page 2 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on February 12, 1997, the Commission recommended APPROVAL for an Abandonment subject to the following: 1. A parcel plat for the NYz NE14 of Parcel 284, in the NWv.. NW14 of Section 14, Township 21 North, Range 19 West, will be recorded in accordance with BOS Resolution No. 97-70. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, February 22, 1997, and March 1, 1997, and posted February 21, 1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, March 10, 1997, APPROVED this Abandonment as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
