A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON THE SWy. OF PARCEL 242,
IN THE NWY. SEY. OF SECTION 6, TOWNSHIP 21 NORTH, RANGE 18 WEST, FOR A
SECONDARY RESIDENCE IN AN A-R/SA (AGRICULTURAL-RESIDENTIAL/FIVE ACRE
MINIMUM LOT SIZE) ZONE, IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY,
ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on May 5,
1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the
above described property as requested by Jay A. and Marilyn A. Jemison of Golden Valley, Arizona, and

WHEREAS, this property is located north of State Highway 68 between Colorado Road and Teddy
Roosevelt Road. The site is accessed from State Highway 68 via north on Colorado Road to Chino Drive,
then west on Chino Drive to Ligurta Road, then north on Ligurta Road to the property, located on the
northeast comer of Earl Drive and Ligurta Road. The property has several accessory buildings on it, along
with two travel trailers, and is relatively flat, sloping slightly to the southeast. The applicant has applied for
a building permit for a residence on this property. The surroWlding land uses consist of vacant lots and
several single-family residences. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit to allow a secondary residence in an A-
R/5A (Agricultural-ResidentiallFive Acre Minimum Lot Size) zone for their elderly parents. The Mohave
County General Plan designates this area as an Urban Development Area, and
WHEREAS, a review of FEMA FIRM Panel #040058-2150B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave COWlty Planning and Zoning Commission on
April 9, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:

1. This Zoning Use Permit is for a secondary residence on this property and the activities
related thereto. The floor area of the secondary residence may not be greater than one-half
the floor area of the primary residence.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.R (Accessory or Secondary Residence Requirements) and a site
plan in accordance with Section 27.R must be completed and approved prior to approval of
permits.
3. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.

5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, April 19, 1997, and posted on April 18, 1997, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, May 5,1997, APPROVED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
