A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A ZONING USE PERMIT
ON THE SOUTHERLY 660.46 FEET OF THE WESTERLY 579.07 FEET OF LOT "A" OF LE
CLAIR SUBDIVISION, IN SECTION 15, TOWNSHIP 19 NORTH, RANGE 22 WEST, FOR A
RECREATIONAL VEHICLE PARKIN AN A-R (AGRICULTURAL-RESIDENTIAL) ZONE, IN
THE SOUTH MOHA VE VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on May 5,
1997, a public hearing was conducted to determine whether an Extension of Time for a Zoning Use Permit
should be granted for the above described property as requested by Joseph S. Ennes of Bullhead City,

Arizona, being represented by G. Kelly Grier of Burton Engineering, Inc., Bullhead City, Arizona, and
WHEREAS, this property is located south of Bullhead City, west of State Highway 95 and north
of Valencia Road. The site is accessed from State Highway 95 via west on Valencia Road to the site, located
on the northeast comer of Valencia Road and Cavalry Road. The property is vacant and relatively flat,
sloping slightly to the west toward the Colorado River. There are no significant drainage patterns. The
Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, this Zoning Use Permit was conditionally approved by the Mohave County Board of
Supervisors on April 3, 1995, per BaS Resolution No. 95-135 and was extended for the first time via BaS
Resolution No. 96-109 on April I, 1996, and
WHEREAS, the applicant's representative requested in a letter dated February 12, 1997, that the
Zoning Use Permit be extended for one year. The letter stated that "At this time last year, when the first
extension of time was granted, Mr. Ennes, the OwnerlDeveloper, was clearing the land in preparation for
grading; however, an illness in the family prohibited further progress. The Site and Utility Plans are now
in progress again. The processing for the construction financing should be finalized within the next few
months. Negotiations are still in progress for sewer service, which would be the preferred sewage treatment
method, over the on-site treatment facility.", and
WHEREAS, this will be the second Extension of Time for this property. There appears to have been
no activity on this property in the last year, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2435D indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and

WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site.
f. This request complies with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
April 9, 1997, the Commission recommended APPROVAL for an Extension of Time for a Zoning Use
Permit subject to the following:
I. Continued compliance with the conditions ofBOS Resolution Nos. 95-135 and 96-109.

2. This Extension of Time will be in effect until April 3, 1998.
3. This will be the last extension of time unless significant progress is made to complete the
conditions ofBOS Resolution No. 95-135.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, April 19, 1997, and posted on April 18, 1997, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, May 5, 1997, APPROVED this Extension of Time for a Zoning Use Permit as recommended
by the Mohave County Planning and Zoning Commission and outlined herein.
