WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 7, 1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above described property as requested by Thomas David Owens of Kingman, Arizona, and WHEREAS, this property is located north of the City of Kingman, east of Stockton Hill Road and north of Northern Avenue. The site is accessed from Stockton Hill Road via east on Northern Avenue to North Bond Street, then north on North Bond Street to the site, located on the northwest corner of North Bond Street and Butler Avenue. The property has a single-family residence on it and is relatively flat, sloping slightly to the southeast. The surrounding land uses consist of other commercial businesses along North Bond Street, single-family residences, and vacant lots. There are no significant drainage patterns, and WHEREAS, the applicant requests this Zoning Use Permit for a residence in a C-2 (General Commercial) zone. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, a review ofFEMA FIRM Panel #040058-2165C indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other like land uses similar to the above proposed action. e. The site has legal aecess. f. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on March 12, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following: . .... . . PAGE 2 OF 2 BK 2882 PG 954 FEE~9718218 RESOLUTION NO. 97-126 Page 2 I. This Zoning Use Permit is for a residence in a C-2 (General Commercial) zone on Lots 41 and 42, Block 181, NEW KINGMAN ADDITION. Unit II, Tract 1104, and activities related thereto. 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior to approval of permits. 3. The appropriate zoning, building, environmental, and floodplain permits will be obtained prior to construction. 4. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors, if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the public health, safety. and welfare. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, March 22, 1997, and posted on March 21, 1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, April 7, 1997, APPROVED this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
