MOHAVE COUNTY RECORDE' 0~/I0/97 08:57A PAGE 1 OF 2 MOHAVE COUNTY BOARD OF SUPERVISORS RECORDING FEE 0.00 RESOLUTION NO. 97-122 A RESOLUTION SETTING FORTH A REZONE OF LOT 221, AS SHOWN ON RECORD OF SURVEYS, BOOK 1, PAGE 83, IN SECTION 35, TOWNSHIP 23 NORTH, RANGE 17 WEST, FROM A-R/IOA (AGRICULTURAL-RESIDENTIALrrEN ACRE MINIMUM LOT SIZE) ZONE TO C.2 (GENERAL COMMERCIAL) ZONE, IN THE MOHA VE COUNTY GENERAL AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 7, 1997, a public hearing was conducted to determine whether approval should be granted to Rezone the above described property as requested by Earl V, and Dorothy B, Osborne of Palm Springs, California, and WHEREAS, this property is located north of the City of Kingman, on the east side of Stockton Hill Road between Jane A venue and Jeffery A venue, The site is accessed from Kingman via north on Stockton Hill Road to the site, located on the southeast comer of Stockton Hill Road and Jeffrey A venue. The property is vacant and the terrain is rolling hills, rising sharply to the east, creating a natural backstop. The surrounding land uses consist of vacant land and a few scattered single-family residences, There are no significant drainage patterns, and WHEREAS, the applicant requests this zone change to establish a firing range dedicated to firearm safety, training, and education and for the use, enjoyment, and to advance the sport of target shooting. The Mohave County General Plan designates this area as a Suburban Development Area, The Long Mountain Area Plan has designated this area as Rural Residential, and WHEREAS, a review ofFEMA FIRM Panel #040058-2155B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above captioned item: a. All notices have been advertised and posted according to regulations, b. The proposed action and the effect complies with the Mohave County General Plan, but does not comply with the Long Mountain Area Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding terrain. d. The site has legal access. e. Page 2 WHEREAS, allhe public hearing before the Mohave County Planning and Zoning Commission on March 12, 1997, lhe Commission recommended DENIAL for a Rezone based upon the following: I. This rezone request does not comply with the Long Mountain Area Plan, which designates this area as Rural Residential/Five Acre Minimum Lot Size (RR/SA). 2. The proposed development is not compatible with the surrounding area. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, March 22, 1997, and posted on March 21, 1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, April 7,1997, DENIED this Rezone as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
