A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF PARCEL
291, IN THE NWY. SWy. OF SECTION 14, TOWNSHIP 21 NORTH, RANGE 19 WEST, FROM A-
RlI0A (AGRICUL TURAL-RESIDENTIALffEN ACRE MINIMUM LOT SIZE) ZONE TO A-R120A
(AGRICULTURAL-RESIDENTIALffWENTY ACRE MINIMUM LOT SIZE), A-Rl6A
(AGRICUL TURAL-RESIDENTIAL/SIX ACRE MINIMUM LOT SIZE), AND R-1I35M (SINGLE
FAMILY RESIDENTIALffHIRTY -FIVE THOUSAND SQUARE FOOT MINIMUM LOT SIZE)
ZONES, IN THE GOLDEN VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 7,
1997, a public hearing was conducted to determine whether an Extension of Time for a Rezone should be
granted for the above described property as requested by Alfonso and Rosemarie Zinni of Scottsdale,
Arizona, and
WHEREAS, this property is located south of State Highway 68, between Estrella Road and Laguna
Road. The site is accessed from State Highway 68 via south on Estrella Road to the site on the northwest
comer of Collins Drive and Estrella Road. The property has one mobile home on it and is relatively flat,
sloping slightly to the southeast. There are several small washes crossing the property, but no significant
drainage patterns. The Mohave County General Plan designates this area as an Urban Development Area,
and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on February 5, 1996 via BOS Resolution No. 96-49, and
WHEREAS, this Extension of Time is requested by the applicant due to his being under a doctor's
care and he has not been able to divide the Golden Valley property, as stated in his letter dated January 28,
1997. This extension will allow the applicant time to complete the conditions as required by BOS
Resolution No. 96-49, and
WHEE,EAS, this will be the first Extension of Time for this property, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2326B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area. Additional comment from the Flood Plain
Department was not to develop in the flow path ofthe wash indicated on the FIRM map, and
WHEREAS, the following described Findings of Fact are for the above captioned item:

a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
g. This request complies with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
March 12, 1997, the Commission recommended APPROVAL for an Extension of Time for a Rezone subject
to the following:
I. Continued compliance with the conditions ofBOS Resolution No. 96-49.
2. This Extension of Time will be in effect until February S, 1998.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, March 22, 1997, and posted on March 21, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, April 7, 1997, APPROVED this Extension of Time for a Rezone as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
