A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 3, BLOCK 4, THE
WILLOWS AT CIMARRON LAKE, UNIT ONE, TRACT 4063, IN SECTION 23, TOWNSHIP 18
NORTH, RANGE 22 WEST, FOR A MODEL HOME SALES OFFICE IN AN R-lf8M (SINGLE
F AMIL Y RESIDENTIAL/EIGHT THOUSAND SQUARE FOOT MINIMUM LOT SIZE) ZONE,
IN THE SOUTH MOHA VE VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 7,
1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the
above described property as requested by Wayne Guiliani, President of Heritage Homes Construction Ltd.,
Lake Havasu City, Arizona, and
WHEREAS, this property is located south of Bullhead City and east of State Highway 95. The site
is accessed from State Highway 95 via east on Cimarron Boulevard to Valley Parkway, then southeast and
east on Valley Parkway to the site, located on the north side approximately 125 feet west of Calle del Media.
The property has a single-family residence on it and the terrain is relatively flat. The surrounding land uses
consist of single-family residences, either completed or in different stages of construction, and vacant lots.
To the north, east, and south is vacant farmland. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit for a sales office and model home. The
Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, a review of FEMA FIRM Panel #040058-2605C indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
March 12,1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:
1. This Zoning Use Permit is for a sales office and model home in an R-l/8M (Single Family
Residential/Eight Thousand Square Foot Minimum Lot Size) zone and activities related
thereto, including the selling of homes within THE WILLOWS AT CIMARRON LAKE,
Unit One, Tract 4063, subdivision. No off-site sales will be allowed.
2. The house will be fully functional and when it is no longer being used as a sales office and
model home it will be reconfigured to a single-family residence.
3. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations.
4. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
5. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
6. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors, if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, March 22, 1997, and posted on March 21, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, April 7, 1997, APPROVED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
