RESOLUTION NO. 97-102
A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 172, MOHA VE MESA,
TRACT 1021, IN SECTION 27, TOWNSIDP 19 NORTH, RANGE 22 WEST, FOR A SECONDARY
RESIDENCE IN AN A-R (AGRICULTURAL-RESIDENTIAL) ZONE, IN THE SOUTH MORAVE
VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 7,
1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the
above described property as requested by Lynette Susan Campbell of Bullhead City, Arizona, and
WHEREAS, this property is located south of Bullhead City, west of State Highway 95 between EI
Rodeo Road and Joy Lane. The site is accessed from State Highway 95 via west on Gardena Road to the
site, located on the northwest comer of Gardena Road and Downey Road. The property has a single-family
residence on it and is relatively flat, sloping slightly to the west. The surrounding land uses consist of
single- family residences and vacant lots. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit to allow a secondary residence in an A-R
(Agricultural-Residential) zone for a family member. The Mohave County General Plan designates this area
as an Urban Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2445C indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
March 12, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:

1. This Zoning Use Permit is for a mobile home as a secondary residence on this property and
the activities related thereto. The floor area of the secondary residence may not be greater
than one-half the floor area of the primary residence.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.R (Accessory or Secondary Residence Requirements) and a site
plan in accordance with Section 27.R must be completed and approved prior to approval of
permits.
3. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors, if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, March 22, 1997, and posted on March 21, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, April 7, 1997, APPROVED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
