NW'I. OF SECTION 19, TOWNSHIP 21 NORTH, RANGE 20 WEST, FROM A-R/I0A (AGRICULTURAL-RESIDENTIAL/TEN ACRE MINIMUM LOT SIZE) ZONE TO M/1SA (GENERAL MANUFACTURlNGIFIFTEEN ACRE MINIMUM LOT SIZE) ZONE, IN THE MOHA VE COUNTY GENERAL AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on June 2, 1997, a public hearing was conducted to determine whether an Extension of Time for a Rezone should be granted for the above-described property as requested by Janet Daniell of Bullhead City, Arizona, and WHEREAS, this property is located approximately two miles northeast of the Bullhead City limits and north of State Highway 68. The site is accessed from State Highway 68 via northwesterly on Katherine Mine Road, an undocumented roadway, approximately one-half mile from State Highway 68 to the site, located on the north side of Katherine Mine Road. The property is vacant and the surrounding land uses consist of a single-family residence to the south, with the remainder of the area being vacant. There is Bureau of Land Management (BLM) land to the north and east, state land to the west, and private land to the south. The topography of the area has a variety of washes which have channeled through the terrain, creating small steep hills that cross the property. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors on March I, 1994, via BOS Resolution No. 94-70. It was extended for the first time with BOS Resolution No. 95-37 on January 11, 1996. It was extended on March 7, 1996, with BOS Resolution No. 96-91 for the second time, and WHEREAS, this Extension of Time will allow the applicant to complete the requirements of the Arizona Department of Environmental Quality (ADEQ), as noted in her letter dated March 21, 1997, with attachments from ADEQ, and the other conditions as required by BOS Resolution No. 94-70, and WHEREAS, this will be the third Extension of Time for this property, and WHEREAS, a review ofFEMA FIRM Panel #040058-2280C indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above-captioned item: RESOLUTION NO. 97-189 Page 2 . . PAGE 2 OF 2 BK 2912 PG 545 FEE~9730377 a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. . The site is adequate for the action intended. d. The site has legal access. e. There are no significant environmental features affecting the site. f. This request complies with the Extension of Time Policy, as the applicant is actively pursuing a schedule of completion. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on May 14, 1997, the Commission recommended APPROVAL for an Extension of Time for a Rezone subject to the following: I. Continued compliance with the conditions of BOS Resolution No. 94-70 2. This Extension of Time will be in effect until March 1, 1998. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, May 17, 1997, and posted on May 16, 1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, June 2, 1997, APPROVED this Extension of Time for a Rezone as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
