A RESOLUTION SETTING FORTH A REZONE OF A PORTION OF THE S\I, OF SECTION 5,
LYING WESTERLY OF THE WESTERN TRACKS OF THE BN&SF RAILROAD, OF
GOVERNMENT LOT 10 AND THE WESTERLY 310.12 FEET OF GOVERNMENT LOT 9, IN
SECTION 5, TOWNSIDP 20 NORTH, RANGE 17 WEST, FROM A (GENERAL) ZONE TO M-X
(REA VY MANUFACTURING) ZONE, IN THE MOHA VE COUNTY GENERAL AREA, MOHA VE
COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on May 5,
1997, a public hearing was cpnducted to determine whether approval should be granted to Rezone the above
described property-as requested by North Star Steel, being represented by Donald Van Brunt, Executive
Director of Mohave County Economic Development Authority, Inc., of Kingman, Arizona, and
WHEREAS, this property is located southwest of the City of Kingman, west of Interstate 40 and
north of the McConnicolInterstate 40 Interchange. The site is accessed from Interstate 40 via northwest at
the McConnico exit to Oatman Road, then northeast on Oatman Road to the site, located on both sides of
Oatman Road/Frontage Road. The property is vacant except for the Road Runner Trucking Company
located on the north side of the Frontage Road just north of the Davis Dam-Prescott power lines. The terrain
is relatively flat, sloping slightly to the southwest. The surrounding land uses consist of vacant land, a
single-family residence, and several businesses. There is a significant drainage pattern crossing the property
from the northeast to the southwest, and
WHEREAS, the applicant requests this zone change to allow for a steel fabricating plant for the
bending and forming of construction rebar and for future industrial development of North Star Steel property
in the McCol1l1ico area. The Mohave County General Plan designates this area as an Urban Development
Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2325B indicates the northwest portion of this
parcel described to be in Zone A, in the Special Flood Hazard Area; the remainder of the parcel described
is in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the Mohave County Public Works Department requires that all right-of-way, roadway,
drainage, and other infrastructural requirements will have to be commensurate with the type of development
proposed, and
WHEREAS, the following described Findings of Fact are for the above captioned item:

a. All notices have been advertised and posted according to regulations.
b. The proposed action and the effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site, except for the noted
Special Flood Hazard Area.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
April 9, 1997, the Commission recommended APPROVAL for a Rezone subject to the following:
I. This property will be rezoned M-X (Heavy Manufacturing) as shown on Exhibit "A."
2. All uses in M-X (Heavy Manufacturing) zoning require a Specific Use Permit.

3. Th~applicallt shall comply with all applicable provisions of the Mohave County Zoning
Regulations.
4. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
5. The rewne shall not become effective until at least 30 days after final approval of the change
in classification by the Board of Supervisors, as per ARS 11-829E.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, April 19, 1997, and posted on April 18, 1997, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOL YED, that the Board of Supervisors, at their regular meeting
on Monday, May 5, 1997, APPROVED this Rezone as recommended by the Mohave County Planning and
Zoning Commission and outlined herein.
