WHEREAS, at the special meeting of the Mohave County Board of Supervisors held on July 21, 1997, a public hearing was conducted to determine whether approval should be granted to Rezone the above- described property as requested by Robert G, and Rita E. Steele of Kingman, Arizona, and WHEREAS, this property is located north of Airway Avenue and northwest of State Highway 66, north of the City of Kingman. The site is accessed from State Highway 66 via west on Airway Avenue to Rainbow Drive, then north on Rainbow Drive to the site, located on the east side approximately 800 feet north of Kino Avenue. The property has a single-family residence on it along with several accessory buildings, and is relatively flat, sloping slightly to the southeast. The surrounding land uses consist of single-family residences and vacant lots. There are no significant drainage patterns, and WHEREAS, the applicant requests this zone change to allow for animal privileges. The property on the west side of Rainbow Drive, Blocks 7,8 and 9 of Shangri La Estates, is zoned A-R (Agricultural- Residential) and animals are allowed. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, a review of FEMA FIRM Panel #040058-2165C indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above-captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and the effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other like land uses similar to the above-proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on June 11, 1997, the Commission recommended DENIAL for a Rezone based upon the following: RESOLUTION NO. 97-247 Page 2 '~..... ~. . . I. Due of the adverse effect that this rezone request has on the neighborhood and the detriment to the surrounding property owners. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, July 5,1997, and posted on July 3,1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their special meeting on Monday, July 21,1997, DENIED this Rezone as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
