A RESOLUTION SETTING FORTH A REZONE OF PARCEL 26-B, AS SHOWN ON PARCEL
PLATS BOOK 1, PAGE 85, PEACOCK MOUNTAIN RANCHES, IN SECTION 9, TOWNSHIP 21
NORTH, RANGE 15 WEST, FROM A-R/IOA (AGRICUL TURAL-RESIDENTIALrrEN ACRE
MINIMUM LOT SIZE) ZONE TO A-R/5A (AGRICULTURAL-RESIDENTIALIFIVE ACRE
MINIMUM LOT SIZE) ZONE, IN THE MOHA VE COUNTY GENERAL AREA, MOHA VE
COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December
I, 1997, a public hearing was conducted to determine whether approval should be granted to Rezone the
above-described property as requested by Terry 1. and Sandy 1. Hampson of Somonauk, Illinois, and
WHEREAS, this property is located northeast of the D.W, Ranch Road Interchange on Interstate
40. The site is accessed from Interstate 40 via north on the D.W. Ranch Road Interchange to the Frontage
Road, then east on the Frontage Road to Roundup Avenue, then northwesterly on Roundup Avenue to
Westwind Road, then easterly on Westwind Road to Arrow Drive, then north on Arrow Drive to Siesta
Road, then east on Siesta Road to EI Cajon Drive, then northerly on EI Cajon Drive approximately one-third
mile to the site, which is located on the west side of EI Cajon Drive. The property is vacant. The terrain
is gently rolling hills. The surrounding land uses consist of vacant parcels and a few widely scattered single-
family residences. There are no significant drainage patterns, and
WHEREAS, the applicant requests this zone change to allow for development. The applicant
proposes to divide the 19.31-acre parcel into three approximately 5-net,acre parcels. The Mohave County
General Plan designates this area as a Rural Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2350C indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the Mohave County Planning and Zoning Commission on June II, 1997 recommended
APPROVAL for a Rezone of the subject property. This item was continued from the July 7, 1997, Board
of Supervisors meeting, and was referred back to the Planning and Zoning Commission at the August 4,
1997, Board of Supervisors meeting, and
WHEREAS, a public meeting with area residents opposed to the proposed rezone for five-acre lots
was held on Monday, September 15, 1997, in the Board of Supervisors meeting room in Kingman,
facilitated by District No. I Supervisor, Carol Anderson. The residents agreed to work with the Board of
Supervisors to establish a minimum ten-acre lot size for their area and to allow the proposed rezone of the
subject property to be heard by the Planning and Zoning Commission without further delay, and

WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan,
c. The site is adequate for the action intended, but the use is not consistent with the surrounding
land uses.
d. The neighboring area does not contain other like land uses similar to the above proposed
action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
November 12, 1997, the Commission recommended DENIAL for a Rezone based upon the following:
I. The density of the proposed rezone is inconsistent with the surrounding land uses.
2. This rezone would set a precedent for the area.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, November 15, 1997, and posted November 14, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, December 1, 1997, DENIED this Rezone as recommended by the Mohave County Planning
and Zoning Commission and outlined herein.
