A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON PARCEL 66-C AS SHOWN
ON PARCEL PLATS BOOK 11, PAGE 66, A PORTION OF PARCEL 66, IN THE SEYa SWYa OF
SECTION 18, TOWNSHIP 21 NORTH, RANGE 18 WEST, FOR A RETAIL/WHOLESALE
NURSERY IN AN A-R/7A (AGRICULTURAL-RESIDENTIAL/SEVEN ACRE MINIMUM LOT
SIZE) ZONE, IN THE GOLDEN V ALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on July 7,
1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the
above-described property as requested by Karen Howe of Kingman, Arizona, and
WHEREAS, this property is located south of State Highway 68, between Colarado Road and Teddy
Roosevelt Road. The site is accessed from State Highway 68 via south on Teddy Roosevelt Road to
Redwall Drive, then east on Redwall Drive to Ligurta Road, then north on Ligurta Road to the site, located
on the west side approximately 300 feet south of Collins Drive. The property is vacant, relatively flat,
sloping slightly to the southwest. The surrounding land uses consist of vacant land and a few widely
scattered single-family residences. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit for a retail/wholesale nursery in an A-R!
7A (Agricultural-Residential/Seven Acre Minimum Lot Size) zone. The Mohave County General Plan
designates this area as an Urban Development Area. Note: Retail plant nurseries require the Zoning Use
Permit as per the Mohave County Zoning Regulations, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2325B indicates the parcel described to be
in Zone A, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site, except the noted Special
Flood Hazard Area.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
June 11, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:
1. This Zoning Use Permit is for a retail/wholesale nursery and activities related thereto.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations.
3. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, June 21,1997, and posted on June 20, 1997, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, July 7,1997, APPROVED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
