RESOLUTION NO. 97-229
A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 2, BLOCK 4, PERRY
ACRES, TRACT 4007, IN SECTION 13, TOWNSHIP 18 NORTH, RANGE 22 WEST, FOR A
SECONDARY. RESIDENCE IN AN A-R (AGRICULTURAL-RESIDENTIAL) ZONE, IN THE
SOUTH MOHA VE VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on July 7,
1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the
above-described property as requested by John 1., Jr., and Mary Ann Thames of Mohave Valley, Arizona,
and
WHEREAS, this property is located south of Bullhead City, east of State Highway 95 between
Jerome Avenue and Hulet Avenue. The site is accessed from State Highway 95 via east on Jerome Avenue
to Harquahala Drive, then south on Harquahala Drive to the site, located on the west side approximately 160
feet south of Paul Road. The property has a single-family residence on it and is relatively flat, sloping
slightly to the east. The surrounding land uses consist of single-family residences and vacant lots. There
are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit to allow a secondary residence in an A-R
(Agricultural-Residential) zone for the applicant's mother. The Mohave County General Plan designates
this area as an Urban Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2610C indicates the parcel described to be
in Zone A, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site, except the noted Special
Flood Hazard Area.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
June 11, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:

I. This Zoning Use Permit is for a mobile home as a secondary residence on this property and
the activities related thereto. The floor area of the secondary residence may not be greater
than one-halfthe floor area of the primary residence.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.R (Accessory or Secondary Residence Requirements) and a site
plan in accordance with Section 27.R must be completed and approved prior to approval of
permits.
3. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction,
4. If construction ar use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, June 21,1997, and posted on June 20,1997, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, July 7, 1997, APPROVED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
