RESOLUTION NO. 97-225
A RESOLUTION SETTING FORTH A RESCISSION OF P&ZC RESOLUTION NOS. 88-27 AND
88-28, WHICH CONDITIONALLY APPROVED THE PRELIMINARY PLAN AND REZONING
FOR MISSION PARK RANCH, TRACT 4072, BEING A SUBDIVISION OF A PORTION OF
SECTION 25, TOWNSHIP 19 NORTH, RANGE 22 WEST, IN THE SOUTH MOHA VE VALLEY
AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on July 7,
1997, a public hearing was conducted to determine whether the conditional approvals for the above-
described project should be rescinded, The owner of record for this property is Laurence S. Brody,
Torrance, California. The engineer of record is Stovall Engineers, Inc., Bullhead City, Arizona. Stovall
Engineers changed its name to Burton Engineering in early 1996. A letter was received from Stovall
Engineers dated February 2, 1996, informing the County of the projects that it was "releasing" to Burton
Engineering. Mission Park Ranch was not one of the subdivisions included in the list, and
WHEREAS, the subdivision is located approximately two miles south of Bullhead City. The site
is accessed via State Highway 95, then east one and one,half miles along EI Rodeo Road, then south
approximately 600 feet through State Trust Land to the property, and
WHEREAS, the Preliminary Plan depicts 75 acres subdivided into 261 single family residential lots,
and
WHEREAS, the Preliminary Plan was approved by the Mohave COl,lllty Board of Supervisors on
April 4, 1988, per P&ZC Resolution No. 88-27. The conditional rezoning of this property was approved
on the same day per P&ZC Resolution No. 88-28. The first Extension of Time for the conditional approval
of the Preliminary Plan was granted per BOS Resolution No. 90-41. The second extension was granted per
BOS Resolution No. 91-120. The third extension was granted per BOS Resolution No. 92-106. The fourth
extension was granted per BOS Resolution No. 93-81, The fifth extension was granted per BOS Resolution
No. 94-131, expiring on April 4, 1995. All resolutions requiring compliance with the conditions of P&ZC
Resolution Nos. 88-27 and 88-28 will be voided with the rescission of the approvals for this project, and
WHEREAS, advance notice was sent to the owner of record on February 12, 1997, advising that
the project would be scheduled for rescission if the subdivision was not processed or otherwise brought into
compliance with the requirements of the Subdivision Regulations within 90 days. The developer has not
actively processed this subdivision, and

WHEREAS, a representative for Burton Engineering called staff in March, 1997, commenting that
the developers of this land were considering substantial changes to the design ofthe subdivision that would
require the submittal of a new Sketch Plan, and rendering the old approvals for this subdivision obsolete.
No submittals ar further contact have been received since March, 1997, and
WHEREAS, all notices have been advertised and posted according to regulations, and
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
June II, 1997, the Commission recommended APPROVAL of the Rescission of this subdivision, and
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, June 21,1997, and posted June 20, 1997, as required by
Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, July 7, 1997, APPROVED the Rescission of this subdivision as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
