WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on July 7, 1997, a public hearing was conducted to determine whether an Amendment to Resolution P&ZC: 87-101, setting forth a Rezone, should be granted for the above-described property as requested by the Mohave County Planning and Zoning Department, and WHEREAS, the language to be added has been bolded. Language to be deleted has been ~, and WHEREAS, this property is located north ofInterstate 15 and east of County Highway 91 in the LittlefieldlBeaver Dam area. The site is accessed directly from County Highway 91 to the east. The property has an established subdivision on it. The terrain is reactively flat. The surrounding land uses consist of Beaver Dam Golf Course to the northeast, County Highway 91 and vacant land to the west and several R V parks and a few scattered single-family residences to the northwest. There are no significant drainage patterns, and WHEREAS, the applicant requests this Amendment to Resolution P&ZC: 87.101, approving a Rezone, to allow for the rear lot setback to be reduced to zero feet. There have been several requests for a variance to the rear setback in this subdivision by property owners. On April 8, 1997, a variance was approved by the Board of Adjustments for zero-foot rear setback on Lot 44. There are at least 14 other lots that meet the same criteria as Lot 44 that require a variance. This department has had at least three requests for variances, as well as several other inquiries, and WHEREAS, the Mohave County General Plan designates this area as a Rural Development Area and an Outlying Community, and WHEREAS, a review ofFEMA FIRM Panel #040058-0025B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and . ~ . . All notices have been advertised and posted according to regulations. b. The proposed action and the effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The neighboring area contains other like land uses similar to the above-proposed action. e. The site has legal access. f. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on June II, 1997, the Commission recommended APPROVAL for an Amendment to Resolution P&ZC: 87- 101, setting forth a Rezone, subject to the following: The following restrictions are intended for this special development subdivision: I. Setbacks: Each R-V space shall have the following setbacks for R-Vs or allowed accessory structures: A. Rear yard ------------------------Fi,e (5) Zero (0) feet; B. Front yard ------------------------Five (5) feet; C. Side Yard -------m--------------Five (5) feet; 2. Separation: A. Each pad shall be arranged to comply with a minimum separation requirement of ten (10) feet between each and any R-V. B. Building or permanent structure shall maintain a minimum ten (10) foot separation between buildings. 3. Height: A. The maximum height allowed shall be thirty (30) feet. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, June 21,1997, and posted on June 20, 1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
