A RESOLUTION SETTING FORTH A REZONE OF THE NY, OF LOT 103, HA V ASU CRYSTAL
BEACH, IN SECTION 7, TOWNSHIP 14 NORTH, RANGE 20 WEST, FROM R-1I10M (SINGLE
F AMIL Y RESIDENTIALffEN THOUSAND SQUARE FOOT MINIMUM LOT SIZE) ZONE TO
R-E (RESIDENTIAL-RECREATION) ZONE, IN THE LAKE HA V ASU CITY AREA, MOHA VE
COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October
6, 1997, a public hearing was conducted to determine whether approval should be granted to Rezone the
above-described property as requested by Steven and Robin Earixson of Lake Havasu City, Arizona, and
WHEREAS, this property is located west of State Highway 95 and north of Lake Havasu City. The
site is accessed from State Highway 95 via south on London Bridge Road (Old State Highway 95) to Fathom
Drive, then west on Fathom Drive to Reef Boulevard, then south on Reef Boulevard to Vista Drive, then
west on Vista Drive to a 25.foot Ingress & Egress (I&E) Easement located approximately 870 feet west of
Reef Boulevard, then north on the I&E to the site, located approximately 150 feet north of Vista Drive. The
property has two single-wide mobile homes on it, and is gently rolling hills generally sloping to the
southwest toward the Colorado River. The surrounding land uses consist of single-family residences and
vacant lots. There are no significant drainage patterns, and
WHEREAS, the applicant requests this zone change to allow for boarding a horse on their property
and for a second mobile home. More than half of the surrounding lots, including the lots to the north and
east, are zoned R-E (Residential-Recreation) allowing agricultural uses as permitted under A-R
(Agricultural-Residential) zone. The Mohave County General Plan designates this area as an Urban
Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2970B indicates the parcel described to be
in Zone AO, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and the effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above-proposed action.

e. The site has legal access.
f. There are no significant environmental features affecting the site, except for the noted
Special Flood Hazard Area.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
August 13, 1997, the Commission recommended APPROVAL for a Rezone subject to the following:
1. This property will be rezoned R-E (Residential-Recreation).
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations.
3. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
4. The rezone shall not become effective until at least 30 days after final approval of the change
in classification by the Board of Supervisors, as per ARS 11-829E.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, September 20, 1997, and posted on September 19, 1997,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, October 6, 1997, APPROVED this Rezone as recommended by the Mohave County Planning
and Zoning Commission and outlined herein.
