A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON THE SOUTHERN END OF
A PORTION OF THE Wy, Wy, OF SECTION 8, LYING BETWEEN THE SOUTHERLY RIGHT-
OF-WAY LINE OF STATE HIGHWAY 66 AND THE NORTHERLY RIGHT-OF-WAY LINE OF
THE BN&SF RAILROAD, IN TOWNSHIP 20 NORTH, RANGE 17 WEST, FOR AN OFF-
PREMISE SIGN IN AN M/2A (GENERAL MANUFACTURINGrrWO ACRE MINIMUM LOT
SIZE) ZONE, IN THE MOHA VE COUNTY GENERAL AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on August 4,
1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the
above-described property as requested by John Albanese, representing Young Electric Sign Company of
Kingman, Arizona, and
WHEREAS, this property is located southeast ofthe Interstate 40/McConnico Interchange between
State Highway 66 and the BN&SF Railroad, southwest ofthe City of Kingman. The site is accessed from
Interstate 40 via the McConnico Interchange, then east to the Frontage Road, then southwest on the Frontage
Road to the site. The property has a salvage, scrap and dismantling yard on it and is relatively flat. The
surrounding land uses consist of vacant land, North Star Steel, several trucking related businesses, and
another salvage yard. The next off-premise sign is over a mile to the northeast toward the City of Kingman.
There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit for two off-premise signs; one on the
northern end of the property and one on the southern end of the property. They are at least 1,000 feet apart,
meeting the Arizona Department of Transportation (ADOT) requirements. The applicant previously
requested two signs on this property and the request was denied by the Board of Supervisors on December
2, 1996, via BOS Resolution Nos. 96-428 and 96-429. The applicant has met the six-month waiting period
as required by the Mohave County Zoning Regulations to reapply for these Zoning Use Permits. The
Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2325B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:

c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
July 9, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following:
1. This Zoning Use Permit is for an off-premise sign on the southern end of a portion of the W'h
W'h of Section 8 and activities related thereto.
2. The applicant shall obtain the proper Arizona Department of Transportations (ADOT) permit
and approval prior to erecting this sign and meet the proper ADOT spacing and distance
requirements.
3. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations.
4. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
5. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or ifthe use has been discontinued for six months, then approval shall terminate
at that date.
6. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, July 19, 1997, and posted on July 18, 1997, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations, and
WHEREAS, the decision of the August 4, 1997 Board of Supervisors meeting was reconsidered at
the special Board of Supervisors meeting of August 11, 1997.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their special meeting
on Monday, August 11, 1997, APPROVED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.

BE IT FURTHER RESOLVED, the Planning and Zoning Department shall not issue permits for
this sign until all conditions ofBOS Resolution Nos. 92-195 and 95-376 are complied with.
