OF SECTION 21, TOWNSHIP 14 NORTH, RANGE 20 WEST, FOR A TRAILER MANUFACTURING PLANT IN AN M (GENERAL MANUFACTURING) ZONE, IN THE LAKE HA V ASU CITY AREA, MOHA VE COUNTY, ARIZONA. WHEREAS, the following described Findings of Fact are for the above-captioned item: WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on August 4, 1997, a public hearing was conducted to determine whether approval should be granted for a Specific Use Permit for the above-described property as requested by Donald VanBrunt of the Mohave County Economic Development Authority of Kingman, Arizona, representing Hoss Custom Trailers, Inc., of Lake Havasu City, Arizona, and WHEREAS, this property is located east of State Highway 95 and south of Chenoweth Drive. The site is accessed from State Highway 95 via east on Chenoweth Drive approximately 700 feet to an Ingress and Egress (I&E) easement, then south approximately 325 feet on this I&E to the site. The property is vacant and relatively flat, sloping slightly to the west toward the Colorado River. The surrounding land uses consist of vacant land and several general commercial businesses. There are no significant drainage patterns, and WHEREAS, the applicant requests this Specific Use Permit to allow for a custom trailer manufacturing plant. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, a review ofFEMA FIRM Panel #040058-311 OB indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the Mohave County Public Warks Department recommends that a minimum of 60 feet of right-of-way for Chenoweth Drive from State Highway 95 to the east boundary of the existing 60-foot I&E be obtained and dedicated to the public as road right,of-way, complete with radius curves at all roadway intersections. Mohave County regulation requires that a section line/arterial roadway have a minimum of 84 feet of right-of-way. However, this department would support a variance to lessen the 84-foot requirement to 60 feet, and a. All notices have been advertised and posted according to regulations. b. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The site has legal access. e. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on July 9, 1997, the Commission recommended APPROVAL for a Specific Use Permit on the SEYa NEYa NEYa NEY> of Section 21, Township 14 North, Range 20 West, subject to the following: I. This Specific Use Permit is intended for a custom trailer manufacturing plant in an M (General Manufacturing) zone and activities related thereto; any new use will require another Specific Use Permit. 2. The Specific Use Permit will commence upon the effective date of the rezone. 3. Approval of a Specific Use Permit with such conditions and restrictions as the Board of Supervisors may impose, shall be valid for two (2) years, in which time construction on the project shall commence or the use authorized shall be initiated. Prior to expiration of the approval, the developer may request an Extension of Time from the Commission to initiate the project, and the Commission shall recommend to the Board an action based upon a finding of substantial grounds of which to grant such an Extension of Time up to one (1) year. ~ ~ '" MOHA VE COUNTY BOARD OF SUPERVISORS WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, July 19, 1997, and posted on July 18, 1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, August 4, 1997, APPROVED this Specific Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein. ~~~ ~~-I Carol S.
