A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A ZONING USE PERMIT
ON THE Sv, Sv, NEV. OF SECTION 22, TOWNSHIP 39 NORTH, RANGE 16 WEST, FOR A
PRIVATE LANDING STRIP IN AN A-R (AGRICULTURAL-RESIDENTIAL) ZONE, IN THE
ARIZONA STRIP AREA, MORAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on August 4,
1997, a public hearing was conducted to determine whether an Extension of Time for a Zoning Use Permit
should be granted for the above-described property as requested by Mark B. Jolly and Michael T. and Lori
Jo Black of Las Vegas, Nevada, and
WHEREAS, this property is located south ofInterstate 15 and southeast of Mesquite, Nevada in the
Scenic Area of Mohave County. The site is accessed from Mesquite, Nevada via east on Elbow Canyon
Road to the site, located on the south side between Mokiah Way and Overton Road. The property is vacant
and the terrain is gently rolling hills, sloping slightly to the north toward the Virgin River. The surrounding
land uses consist of vacant lots and a few single-family residences to the north. There are no significant
drainage patterns crossing the property. The Mohave County General Plan designates this area as a Rural
Development Area and an Outlying Community, and
WHEREAS, this Zoning Use Permit was conditionally approved by the Mohave County Board of
Supervisors on August 5, 1996, per BOS Resolution No. 96-273, and
WHEREAS, the applicant requested in a letter dated May 27,1997, that the Zoning Use Permit be
extended far one year. The letter stated " . . . this Use Permit request was predicated on the Scenic
Improvement District being approved. . . things have gone very slowly on getting approval for the master
Scenic Improvement District and we are now requesting an extension of the one year commencement," and
WHEREAS, this will be the first Extension of Time for this property, and
WHEREAS, a review ofFEMA FIRM Panel #040058-0200B indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.

c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site.
f. This request complies with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
July 9, 1997, the Commission recommended APPROVAL for an Extension of Time for a Zoning Use Permit
subject to the following:
1. Compliance with the conditions ofBOS Resolution No. 96-273.
2. This Extension of Time will be in effect until August 5,1998.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, July 19, 1997, and posted on July 18, 1997, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, August 4, 1997, APPROVED this Extension of Time for a Zoning Use Permit as recommended
by the Mohave County Planning and Zoning Commission and outlined herein.
