A RESOLUTION SETTING FORTH A REZONE OF PARCEL 71, IN THE NEll. NWy. OF
SECTION 17, TOWNSHIP 21 NORTH, RANGE 18 WEST, TO BE KNOWN AND SUBDIVIDED
AS FRIENDLY GOLDEN VALLEY SUBDIVISION, TRACT 3305, FROM A-R/I0A
(AGRICULTURAL-RESIDENTIALrrEN ACRE MINIMUM LOT SIZE) ZONE TO R-l/9M
(SINGLE FAMILY RESIDENTIALININE THOUSAND SQUARE FOOT MINIMUM LOT SIZE)
AND A-R/2A (AGRICULTURAL-RESIDENTIALrrWO ACRE MINIMUM LOT SIZE) ZONES,
IN THE GOLDEN VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October
6, 1997, a public hearing was conducted to determine whether approval should be granted to Rezone the
above-described property as requested by Friendly Golden Valley I, being represented by Douglas R. Haley,
General Partner, Murrieta, California, and
WHEREAS, this property is located south of State Highway 68, between Colorado Road and Verde
Road. The site is accessed from State Highway 68 via south on Verde Road to Shipp Drive, then west on
Shipp Drive to the site, located on the southwest corner of Shipp Drive and San Pedro Road. The property
is vacant and relatively flat, sloping slightly to the southeast, with a major drainage wash crossing the
northwest corner of the property running from the northeast to the southwest. The surrounding land uses
consist of vacant land to the north, a few scattered single-family residences to the west, and the Rancho
Verde Estates subdivision is located to the east and south. The drainage way located in the northwest corner
of the property is the only significant drainage feature noted, and
WHEREAS, the applicant requests this zone change for the proposed Friendly Golden Valley
Subdivision, Tract 3305. The applicant proposes to divide the 39.979 acre parcel into 114 single-family
residential lots averaging 10,035 square feet, and four drainage and water storage parcels. The Mohave
County General Plan designates this area as an Urban Development Area and Low Density Residential (one
to five units per acre), and
WHEREAS, a review ofFEMA FIRM Panel #040058-2325B indicates the parcel described to be
in Zone A, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and the effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.

d. The neighboring area contains other like land uses similar to the above-proposed action,
except the lots in the Rancho Verde Estates subdivision are all one acre and above.
e. The site has legal access.
f. There are no significant environmental features affecting the site, except for the noted
Special Flood Hazard Area.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
September 10,1997, the Commission recommended APPROVAL for a Rezone subject to the following:
I. Parcel 71 of Section 17, Township 21 North, Range 18 West, known and subdivided as
FRIENDLY GOLDEN V ALLEY SUBDIVISION, Tract 3305, will be rezoned to R-I/9M
(Single Family Residential/Nine Thousand Square Foot Minimum Lot Size), except for
Parcel C; and C which will be rezoned A-R/2A (AgricuItural-ResidentiaIlTwo Acre
Minimum Lot Size).
2. The rezone will be effective upon the recordation of the Final Plat ofFRlENDL Y GOLDEN
V ALLEY SUBDIVISION, Tract 3305, or for each phase of FRIENDLY GOLDEN
VALLEY SUBDIVISION, Tract 3305, if the subdivision is phased; and the rezone shall not
become effective until at least 30 days after final approval of the change in classification by
the Board of Supervisors, as per ARS 11-829E.
3. The lot size minimum will be based on the size of the lots recorded on the Final Plat with no
further lot splits.
4. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
5. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Reglliations.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, September 20, 1997, and posted on September 19, 1997,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
