RESOLUTION NO. 97-328
A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON PARCEL 69-C AS SHOWN
ON PARCEL PLATS BOOK 6, PAGE 13, A PORTION OF LOT 69, DIAMANTE ACRES, A
SUBDIVISION OF SUNWARD HO! RANCHES, IN SECTION 7, TOWNSHIP 22 NORTH, RANGE
16 WEST, FOR A SECONDARY RESIDENCE IN AN A-R/5A (AGRICUL TURAL-RESIDENTIAL/
FIVE ACRE MINIMUM LOT SIZE) ZONE, IN THE MOHA VE COUNTY GENERAL AREA,
MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on September
2, 1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above-described property as requested by Eula S. Bascle of Kingman, Arizona, and
WHEREAS, this property is located east of Stockton Hill Road and north of the City of Kingman.
The site is accessed from Stockton Hill Road via east on Cactus Wren Road to Cherum Road, then north
on Cherum Road to Calle Castano, then east on Calle Castano to Avenida Ramirez, then south on Avenida
Ramirez to the site, located on the east side approximately 800 feet south of Calle Castano. The property
has two mobile homes and a dog kennel on it and is relatively flat, sloping slightly to the southeast. The
surrounding land uses consist of vacant lots and a few widely scattered single-family residences. There is
a wash crossing the property from the western boundary to the southern boundary in the southwest comer.
There are no other significant drainage patterns noted, and
WHEREAS, the applicant requests this Zoning Use Permit for a secondary residence in an A-R/5A
(Agricultural-ResidentiallFive Acre Minimum Lot Size) zone. The Mohave County General Plan designates
this area as a Suburban Development Area but the Long Mountain Area Plan designates this area as RR/5A
(Rural Residential/Five Acre Minimum Lot Size), and
WHEREAS, a review ofFEMA FIRM Panel #040058-2 I 55B indicates the parcel described to be
in Zone A, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan and the Long
Mountain Area Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.

d. The site has legal access.
e. There are no significant environmental features affecting the site, except the noted Special
Flood Hazard Area and the wash crossing the property from the western boundary to the
southern boundary in the southwest corner.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
August 13, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:
1. This Zoning Use Permit is for a mobile home as a secondary residence on this property and
the activities related thereto. The floor area of the secondary residence may not be greater
than one-half the floor area of the primary residence.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.R (Accessory or Secondary Residence Requirements) and a site
plan in accordance with Section 27.R must be completed and approved prior to approval of
permits.
3. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months. then approval shall terminate
at that date.
5. TIns Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, August 16, 1997, and posted on August 15, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Tuesday. September 2. 1997. APPROVED this Zoning Use Permit as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
