A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 10, BLOCK N, GOLDEN
SAGE RANCHOS, UNIT 55, IN SECTION 11, TOWNSHIP 21 NORTH, RANGE 18 WEST, FOR
A DOG KENNEL IN AN A-R (AGRICULTURAL-RESIDENTIAL) ZONE, IN THE GOLDEN
V ALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on September
2, 1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above-described property as requested by Donna Watrous of Golden Valley, Arizona, and
WHEREAS, this property is located south of State Highway 68, between Aztec Road and Bacobi
Road. The site is accessed from State Highway 68 via south on Horn Road to the site, located on the east
side approximately 300 feet north of Shipp Drive. The property has a single-family residence on it and
several accessory buildings and is relatively flat, sloping slightly to the southwest. The surrounding land
uses consist of single- family residences and vacant lots. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit for a dog breeding kennel. The Mohave
County Zoning Regulations, Section 27.M, require a Zoning Use Permit for a kennel when five or more dogs
are kept, maintained, trained, bred, boarded or offered for sale. The Mohave County General Plan designates
this area as an Urban Development Area, and
WHEREAS, a review ofFEMA FIR.l\1 Panel #040058-2325B indicates the parcel described to be
in Zone C. not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains other like land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
August 13, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:

I. This Zoning Use Permit is for a dog kennel for breeding purposes only and activities related
thereto.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations.
3. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, August 16, 1997, and posted on August IS, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED. that the Board of Supervisors, at their regular meeting
on Tuesday, September 2. 1997, APPROVED this Zoning use Permit as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
