RESOLUTION NO. 97-394
A RESOLUTION SETTING FORTH AN ABANDONMENT OF A ROADWAY EASEMENT IN
THE WEST 30 FEET OF THE NEV. NWV. OF SECTION 17, TOWNSHIP 21 NORTH, RANGE 18
WEST, IN THE GOLDEN VALLEY AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on November
3, 1997, a public hearing was conducted to determine whether an Abandonment should be granted for the
above-described easement as requested by the owner, Friendly Golden Valley, Inc" represented by Raymond
Stadler, Stadler Consulting Engineers, Inc., Phoenix, Arizona, and
WHEREAS, the site, also known as Hassayampa Road, is east of Colorado Road and south of Shipp
Drive. Access to the site is from Highway 68, south on Verde Road to Crystal Drive, then west on Crystal
Drive approximately three-quarters mile to the road easement. The easement extends northward from this
point for one-quarter mile to its intersection with Shipp Drive. This action will abandon the eastern half of
Hassayampa Road, and
WHEREAS, the site is part of the preliminary plan for Friendly Golden Valley, Tract 3305, a 114-
lot subdivision proposed on the 40-acre site in the NEV. NWV. of Section 17. The owner proposes to
abandon the easement to provide for a drainage channel and open-space parcel. The Mohave County
General Plan specifies this site as an Urban Development Area, and
WHEREAS, Citizens Utilities Company, Valley Pioneer Water Company, and Arnericable have
reviewed the owner's petition and have no objection to the easement abandonment, and
WHEREAS, the Department of Public Works recommends conditional approval of the
abandonment, and
WHEREAS, a review ofFEMA FIRM Panel #040058-2325B indicates the easements described to
be in Zone A, in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surroundings
and terrain.

d. The easement is unoccupied and the site has legal access.
e. The site is divided by a sizable dry wash being part of Flood Zone A.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
October 8, 1997, the Commission recommended APPROVAL for the Abandonment subject to the
following:
I. The abandonment will not become effective until the recordation of the final Plat for
Friendly Golden Valley, Tract 3305.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, October 18, 1997, and October 25, 1997, and posted
October 17, 1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, November 3,1997, APPROVED this Abandonment as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
