WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on November 3,1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above-described property as requested by Citizens Mohave Cellular Company of Kingman, Arizona, being represented by Bruce A. Mitchell, Right-of-Way Supervisor, and WHEREAS, this property is located north of State Highway 68, between Verde Road and Colorado Road. The site is accessed from State Highway 68 via north on Colorado Road to Burro Drive, then east on Burro Drive to Salt Road, then north on Salt Road to the site, located on the east side approximately 1,000 feet north of Burro Road. The property is vacant and relatively flat, sloping slightly to the south. The surrounding land uses consist of vacant lots and a few single-family residences. There are no significant drainage patterns, and WHEREAS, the applicant requests this Zoning Use Permit for a cellular radio site consisting of a ISO-foot tower and a 12-foot by 20-foot (12' x 20') support building. The Mohave County General Plan designates this area as a Suburban Development Area, and WHEREAS, a review ofFEMA FIRM Panel #040058-21 SOB indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above-captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding terrain. d. The site has legal access. e. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on October 8, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following: . . This Zoning Use Permit is for a cellular radio site consisting of a ISO-foot tower and a support building and activities related thereto. 2, The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. Section 27.P (Site Plan Requirements) must be completed and approved prior to approval of permits. 3. The appropriate zoning, building, environmental, and floodplain permits will be obtained prior to construction. 4. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the public health, safety, and welfare. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, October IS, 1997, and posted on October 17, 1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting on Monday, November 3, 1997, APPROVED this Zoning Use Permit as recommended by the Mohave County Planning and Zoning Commission and outlined herein.
