WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on November 3,1997, a public hearing was conducted to determine whether a Zoning Use Permit shou1d be granted for the above-described property as requested by Michael D. and June E. Thornton of Mohave Valley, Arizona, and WHEREAS, this property is located east of State Highway 95, between Willow Drive and Laguna Road. The site is accessed from State Highway 95 via east on Cottonwood Drive to Elm Drive, then south on Elm Drive to Ironwood Drive, then east on Ironwood Drive to the site, located on the north side approximately 150 feet west of Calle Del Media. The property has a single-family residence on it, including one existing greenhouse and two greenhouses that are under construction. The surrounding land uses consist of single-family residences and vacant lots. There are no significant drainage patterns, and WHEREAS, the applicant requests this Zoning Use Permit for a plant nursery in an A-R (Agricultural-Residential) zone. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, a review ofFEMA FIRM Panel #0400S8-260SC indicates the parcel described to be in Zone B, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above-captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The site has legal access. e. There are no significant environmental features affecting the site. WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on October 8, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the following: . " . . PAGE 2 OF 2 BK 2987 PG 586 FEE~9760548 RESOLUTION NO. 97-384 Page 2 1. This Zoning Use Permit is for a plant nursery in an A-R zone and activities related thereto. 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. 3. The appropriate zoning, building, environmental, and floodplain permits will be obtained prior to construction. 4. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the public health, safety, and welfare. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, October 18, 1997, and posted on October 17, 1997, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
