A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 12, BLOCK AA, LAKE
MOHA VE COUNTRY CLUB ESTATES, UNIT 3, AMENDED, IN SECTION 31, TOWNSHIP 22
NORTH, RANGE 16 WEST, FOR A SECONDARY RESIDENCE IN AN A-R (AGRICUL TURAL-
RESIDENTIAL) ZONE, IN THE KINGMAN AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on October
6, 1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above-described property as requested by Oneta B. Jackson of Kingman, Arizona, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
WHEREAS, this property is located east of Stockton Hill Road and north of Gordon Drive, north
of the City of Kingman. The site is accessed from Stockton Hill Road via east on Gordon Drive to North
Lomita Street, then north on North Lomita Street to the site, located on the west side approximately 200 feet
north of Gordon Drive. The property has a single-family residence on it along with several accessory
buildings, and is relatively flat, sloping slightly to the southeast. The surrounding land uses consist of
single-family residences, a few vacant lots to the north, west, and east and a church to the south. There are
no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit to allow a studio apartment as a
secondary residence in an A-R (Agricultural-Residential) zone. The Mohave County General Plan
designates this area as an Urban Development Area, and
WHEREAS, a review of FEMA FIRM Panel #040058-2165C indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
September 10, 1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:

I. This Zoning Use Permit is for a studio apartment as a secondary residence on this property
and the activities related thereto. The floor area of the secondary residence may not be
greater than one-half the floor area of the primary residence.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations. Section 27.R (Accessory or Secondary Residence Requirements) and a site
plan in accordance with Section 27.R must be completed and approved prior to approval of
permits.
3. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare,
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circu1ation in Kingman, Mohave County, Arizona, September 20, 1997, and posted on September 19, 1997,
as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, October 6,1997, APPROVED this Zoning Use Permit as recommended by the Mohave County
Planning and Zoning Commission and outlined herein.
