A RESOLUTION SETTING FORTH A MOBILE HOME PARK PLAN FOR THE CANYON VIEW
MOBILE HOME P ARK, LYING NORTHWESTERLY OF COUNTY HIGHWAY 91 IN A
PORTION OF THE NWV. NEV. OF SECTION 8, TOWNSHIP 40 NORTH, RANGE 15 WEST, IN
THE ARIZONA STRIP AREA, MOHA VE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on December
I, 1997, a public hearing was conducted to determine whether approval should be granted for the above-
described mobile home park plan as requested by the owner Michael T. Hart, represented by L .R. Pope
Engineers, Inc., St. George, Utah, and
WHEREAS, the site is located on the southwest comer of Interstate 15 and State Highway 91. The
owner has constructed a perimeter block wan and has begun trenching for electrical lines. Otherwise, the
property is vacant and slopes south towards the Virgin River. The eastern part of the property provides a
drainage way for storm water which flows from a channel under 1-15. This flow win be placed underground
via a concrete culvert. The surrounding land uses consist of vacant land, some mobile homes to the south,
and the Littlefield Elementary School and community to the southwest, and
WHEREAS, a review ofFEMA FIRM Panel #040058-0025C indicates the property to be in Zone
C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the property owner obtained a Zoning Use Permit on April 7, 1997, to allow for a
mobile home park in this C-2H (General CommerciallHighway Frontage) zone via BOS Resolution No. 97-
94. This ZUP was in conjunction with the owner's desire to rezone the site to C-2H to allow for commercial
development on April 7, 1997, via BOS Resolution No. 97-93. The owner proposes 152 mobile home
spaces, a manager's office, and clubhouse to be constructed in seven, 20-space phases and one, 12-space
phase. The proposal contains approximately 65,000 square feet for recreational and open space use. The
gross residential density of development will be 8.61 units per acre on the 17.7-acre site. The General Plan
specifies this area as an Outlying Community in the Rural Development Area, and
WHEREAS, water will be supplied by Littlefield Water Company. Sewerage will be handled by
an on-site system. Electrical service win be provided by Dixie Escalante Rural Electric Assoc. Telephone
service will be provided by Rio Virgin Telephone. Solid waste will be collected by a certified trash
collection service. The LittlefieldlBeaver Dam Fire Department serves this site, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:

a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.
c. The site is adequate for the action intended and the use is consistent with the surroundings
and terrain.
d. The site has legal access.
e. The eastern part of the property provides a drainage way for storm water which flows from
a channel underl-15.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
November 12, 1997, the Commission recommended APPROVAL for the mobile home park plan subject
to the following:
1. All conditions of BOS Resolution Nos. 97-93 and 97-94, and any amendments, will be
adhered to.
2. Arizona Department of Environmental Quality (ADEQ) approves the water supply and
distribution system.
3. ADEQ approves the sewage collection and disposal system.
4. The owner will provide service agreements for water, sewer, and trash collection for each lot
of this development.
5. Plans on file in the Mohave County Planning and Zoning Department, dated October 24,
1997, are the basis of this mobile home park plan approval, along with the conditions set
forth in these recommendations.
6. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
7. All applicable provisions of the Mohave County Zoning Regulations shall be complied with.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, November 15, 1997, and posted November 14, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.

NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, December I, 1997, APPROVED this mobile home park plan as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
