A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON LOT 18, EXCEPT FOR THE
WEST 224.8 FEET, BLOCK A, FORT MOHA VE MESA RANCHOS, IN SECTION 26, TOWNSHIP
19 NORTH, RANGE 22 WEST, FOR A HORSE ACTIVITIES ARENA IN AN A-R
(AGRICUL TURAL-RESIDENTIAL) ZONE, IN THE SOUTH MOHA VE VALLEY AREA,
MOHA VE COUNTY, ARIZONA.
WHEREAS, at the special meeting of the Mohave County Board of Supervisors held on November
IS, 1997, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for
the above-described property as requested by Gary A. and Kay Watt of Bullhead City, Arizona, and
WHEREAS, this property is located south of Bullhead City and east of State Highway 95. The site
is accessed from State Highway 95 via east on Hammer Lane to Calle Valle Vista, then south on Calle Valle
Vista approximately 650 feet to an Ingress and Egress (I&E) easement, then east approximately 225 feet on
this I&E to the site. The property has a roping arena and several other horse-related support buildings on
it and is relatively flat, sloping slightly to the west toward the Colorado River. The surrounding land uses
consist of single-family residences and vacant lots. There are no significant drainage patterns, and
WHEREAS, the applicant requests this Zoning Use Permit to allow for an arena for horse-related
activities. The Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, a review ofFEMA FIRM Panel #04005S-2445C indicates the parcel described to be
in Zone AO, in the Special Flood Hazard Area, and
WHEREAS, the Mohave County Public Works Department's records note that it appears that the
access to this site is via a l2-foot Ingress and Egress (I&E) easement. Adequate legal and public utility
access to this parcel will have to be provided, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b, The proposed action and the effect complies with the Mohave County General Plan,
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The site has legal access.
e. There are no significant environmental features affecting the site, except for the noted
Special Flood Hazard Area.

WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
October 8,1997, the Commission recommended APPROVAL for a Zoning Use Permit subject to the
following:
I. This Zoning Use Permit is for a horse activities arena and activities related thereto.
2. The applicant shall comply with all applicable provisions of the Mohave County Zoning
Regulations.
3. The appropriate zoning, building, environmental, and floodplain permits will be obtained
prior to construction.
4. If construction or use has not commenced within one year of Board approval of the Zoning
Use Permit or if the use has been discontinued for six months, then approval shall terminate
at that date.
5. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of
Supervisors if, in the opinion of the Commission and Board, the continued use of the
property would be contrary to the public health, safety, and welfare.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, November I, 1997, and posted on October 31, 1997, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their special meeting
on Tuesday, November 18,1997, APPROVED this Zoning Use Permit as recommended by the Mohave
County Planning and Zoning Commission and outlined herein.
BE IT FURTHER RESOLVED, that the Board of Supervisors instructed the Planning and Zoning
Department and the Public Works Department to review the permit after one year for traffic and dust
impacts on the neighborhood.
