AN ORDINANCE SETTING FORTH AN AMENDMENT THE MOHAVE COUNTY ZONING
ORDINANCE, SECTION 42, SIGN ORDINANCE TO RE-ESTABLISH INTERSTATE 15 AS A
DESIGNATED "SIGN FREE" AREA, TO PROHIBIT FUTURE BILLBOARDS ALONG
INTERSTATE 15,MOHAVE COUNTY,ARIZONA.
WHEREAS,at the regular meeting of the Mohave County Board of Supervisors held on Monday,
June 3,2024,a public hearing was conducted to determine whether approval should be granted to amend
the Mohave County Zoning Ordinance Section 42, Sign Ordinance, as requested by a Citizens Petition,
and
WHEREAS, on March 4, 2024, Staff received a petition with over 100 signatures to Amend the
Mohave County Zoning Ordinance to re-establish Interstate 15,in the Arizona Strip Area, as a designated
"sign free"area,to prohibit future billboards, and
WHEREAS, in 2015, the Mohave County Board of Supervisors approved Ordinance 2015-07,
which approved an update to the Mohave County Zoning Ordinance, which included the exemption of
Interstate 15 as a sign-free area, as it is included on the list of Scenic Routes and Vistas in the Mohave
County General Plan, and
WHEREAS, nine (9) billboards have been approved in this area through Special Use Permits;
previous approvals for billboards will not be revoked as a result of this amendment, and
WHEREAS, this amendment does not affect freestanding signs allowed for commercial uses in
this vicinity, and
WHEREAS,the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect comply with the Mohave County General Plan.
c. The proposed action and effect comply with the Arizona Revised Statutes.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission
on May 8,2024,the Commission recommended APPROVAL of this Amendment to the Mohave County
Zoning Ordinance, and

WHEREAS, the notice of hearing was published in the Kingman Daily Miner, a newspaper of
general circulation in Kingman, Mohave County, Arizona, the Spectrum, a newspaper of general
circulation in the Arizona Strip Vicinity, Mohave County, Arizona the Mohave Valley Daily News, a
newspaper of general circulation in the South Mohave Valley vicinity, Mohave County, Arizona, and
Today's News-Herald, a newspaper of general circulation in the Lake Havasu vicinity, Mohave County,
Arizona, on May 15, 2024, and was posted on the Mohave County website on May 17, 2024 as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT ORDAINED,that the Mohave County Board of Supervisors at their
regular meeting on Monday,June 3,2024,ADOPTED this Ordinance to amend Section 42 of the Mohave
County Zoning Ordinance as follows (wording to be deleted is seek and Figure 4 be replaced with the
Figure 4 shown below):
Section 42 SIGN ORDINANCE
I. Billboards. The intent of this regulation is to permit billboards within established commercial
and industrial areas. The purpose of this regulation is to establish basic standards and criteria
pertaining to the manner, place, and maintenance of billboards in Mohave County. Billboards
shall be permitted in accordance with the specific standards set forth in this section as well as
to include the general provisions for freestanding signs.
4. Standards and criteria for billboards. Billboards proposed for installation shall conform
with the standards and criteria set forth in the following:
g. Prohibited areas. Except as provided in these Regulations, all billboards shall be
prohibited at any of the following locations:
1) Less than one hundred (100) feet measured from the nearest residential zoning.
2) Designated "Sign Free" areas (s e e F i g u r e 4)where gradual and eventual
elimination rather than expansion of nonconforming billboards and structures
will be undertaken and no new signs will be installed as follows: designated
areas on Highway 95 approaching Lake Havasu City,along Interstate 40 in the
Yucca area(Sections 12 and 13, Township 17 North, Range 18 West), and in
any area designated in the Mohave County General Plan as a Scenic Route
or Vista, except Highway 93 north of Pierce Ferry Road, Interstate 40
between the Griffith Interchange and the northern section line of Section 19,
Township 20 North,Range 17 West,and into-sta4e 1 S.
