~ CONSISTING OF THE OUTLYING COlVhMIfNITIE$ OF SCENIC, ARVADA,
LITTLEFIELD, BEAVER DAM, .AgND DESERT SPRINGS AND LOCATED IN PORTIONS OF
TOWNSHIP 41 NORTH, RANGE 16 WEST; TOWNSHIP 41 NORTH, RANGE 15 WEST;
TOWNSHIP 40 NORTH, RANGE 16 WEST; TOWNSI¥IP 40 NORTH, RANGE 15 WEST;
TOWNSHIP 39 NORTH, RANGE 15 WEST; TOWNSHI1~ 39 NORTH, RANGE 16 WEST, IN THE
ARIZONA STRIP AREA, MOI-IAVE COUNTY, ARIZONA.
WI-IEREAS, at the regular meeting of the Mohave County Board of Supervisors held on Monday,
May 4, 1998, a public hearing was conducted to determine whether the Virgin River Communities Area Plan
should be approved as requested by the Virgin River Communities Area Plan Committee and residents, and
WI-IEREAS, the Area Plan area consists of portions of sLx townships. The approximate east-west
boundaries include the area from the Nevada border on the west to the entrance to the Virgin River Gorge
on the east, and include the Virgin River Communities and the Virgin River and its tributaries. The
approximate north-south boundaries include from several miles south of Elbow Canyon Road to one mile
north of the Beaver Dam community. The area is a transition zone between the Mojave Desert and the Great
Basin Desert. It is in a Rural Development A.rea as designated by the General Plan. The population is
approximately 1,500 people and the area is mostly rural-residential. There is very lirde commercial
development at this time. Most of the area surrounding the five communities is public land under
management of the Bureau of Land Management, and
WHEREAS, an ad-hoc committee was chosen in July of 1995 to represent the five communities
in the development of the Area Plan. The ad-hoc committee became the Vircn River Communities Area
Plan Committee which held public hearings up to twice weekly until December of 1995, and then monthly
thereafter until June of 1996. County staff worked closely with the committee providing the format for the
Area Plan and necessary information. Committee and staff held monthly public hearings for additional input
and information gathering. The Area Plan and Land Use Map were constructed by staff thereafter, and
WHEREAS, on January 23, 1997, the Virgin River Communities Area Plan Committee
unanimously approved the Area Plan, and
WHEREAS, at the regular meeting of the Mohave County Planning and Zoning Commission, l~eld
on August 13, I997, a public hearing was conducted to determine whether approval should be granted for
the Virgin River Communities Area Plan, as requested by the Virgin River Communities Area Plan
Committee and residents, and the Commission unardmously approved the Area Plan, and

WH]gREAS, on November 10, 1997, a public meeting was held in Mesquire, Nevada to present the
Land Use map changes to the Virgin River communities, and
WltEREAS, at a special meeting of the Mohave County Board of Supervisors, held on
November 18, 1997, this [rem was referred back to the Planning and Zoning Commission for further
evaluation of the Land Use map desi~ations of the 'Area Plan, and
WHEREAS, an additional pubtic meeting was conducted on January 26, 1998, in Mesquite, Nevada,
at ,&hicl~ the Vkgin River community residents and citizens approved the changes to the Land Use map, and
WHEREAS, the Virgin River Communities Area Plan document is available for the public to review
at the Mohave County planning and Zo~ng Deparmaent in Kingrnan, Arizona, and
WHEREAS, the Mohave County Planning and Zoning Commission, at their regular meeting on
March 11, 1998, approved and recommended the adoption of the Virgin River Communities Area Plan, and
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in K_ingrnan, Mohave County, Arizona, April 18, 1998 and posted on April i7, 1998, as required
by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Sapervisors, at their regular meeting
on Monday, May 4, 1998, APPROVED the Virgin River Communities Area Plan as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
