OF MOHAVE COUNTY BO~RD OE SLIF'ERV];SOR'~; RECORI)ING FEE RESOLUTION NO. 98-122 A RESOLUTION SETTING FORTH A ZONING USE PERMIT ON PARCELS 56-B AND 56-C AS SHOWN ON RECORD OF SURVEY BOOK 15, PAGE 60, A PORTION OF PARCEL 56, IN THE NW¼ NW¼ OF SECTION 18, TOWNSHIP 21 NORTH, RANGE 18 WEST, FOR A RECREATIONAL VEHICLE PARK IN AN A-R/10A (AGRICULTURAL-RESIDENTIAL/TEN ACRE MINIMUM LOT SIZE) ZONE, IN THE GOLDEN VALLEY AREA, MOHAVE COUNTY, ARIZONA. WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on April 6, 1998, a public hearing was conducted to determine whether a Zoning Use Permit should be granted for the above-described property as requested by Keith and Lorie R. StockwelI of Golden Valley, Arizona, and WHEREAS, this property is located south of State Highway 68, between Teddy Roosevelt Road and Colorado Road. The site is accessed from State Highway 68 via south on Teddy Roosevelt Road to the site, located on the northeast corner of Teddy Roosevelt Road and Crystal Drive, approximately 600 feet south of Shipp Drive. The property is vacant and the terrain is relatively flat, sloping slightly to the southeast. The surrounding land uses consist of a few scattered single-family residences and vacant lots. There are no significant drainage patterns, and WHEREAS, the applicant requests this Zoning Use Permit for a recreational vehicle park in an A~ R/10A (Agricultural-Residential/Ten Acre Minimum Lot Size) zone. The Mohave County General Plan designates this area as an Urban Development Area, and WHEREAS, the Mohave County Public Works Department recommends that Teddy Roosevelt Road be paved from Shipp Drive to Crystal Drive, and WHEREAS, a review of FEMA FIRM Panel #040058-2325B indicates the parcel described to be in Zone C, not in the FEMA Special Flood Hazard Area, and WHEREAS, the following described Findings of Fact are for the above-captioned item: a. All notices have been advertised and posted according to regulations. b. The proposed action and effect complies with the Mohave County General Plan. c. The site is adequate for the action intended and the use is consistent with the surrounding land uses and terrain. d. The site has legal access. e. There are no significant environmental features affecting the site. RESOLUTION NO. 98-122 Page 2 WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on March 11, 1998, the Commission reconm~ended APPROVAL for a Zoning Use Permit subject to the following: 1. This Zoning Use Permit is for a recreational vehicle park in an A-R/10A (Agricultural- Residential/Ten Acre Minimum Lot Size) zone and activities related thereto. 2. The applicant shall comply with all applicable provisions of the Mohave County Zoning Regulations. Section 27.J (Recreational Vehicle Park Plan Requirements) must be completed and approved prior to approval of permits and before establishing the use. 3. That the applicant shall design and construct Teddy Roosevelt Road from Shipp Drive to Crystal Drive in accordance with Mohave County Standard Specifications for a paved roadway with 2" of Asphaltic Concrete over 6" of Aggregate Base Course. Each compacted to 95% maximum density as tested in accordance with AASHTO T-99 and T-191 or ASTM D-2922 and D-3017, 95% of the maximum by the 75 Blow Method of ASTM D-1559. 4. That the existing 50-foot roadway easement known as Teddy Roosevelt Road, and the 30- foot roadway easements known as La Osa Road and Crystal Drive, shall be dedicated to the public and accepted by the Mohave County Board of Supervisors as road rights-of-way. In addition, 20-foot radius curves are required at all dedicated roadway intersection points. 5. The eight feet adjoining to all rights-of-way shall be granted to the public as a Public Utility Easement (PUE). 6. All dedications and grantings may be accomplished via separate instruments. 7. The appropriate zoning, building, environmental, and floodplain permits will be obtained prior to construction. 8. If construction or use has not commenced within one year of Board approval of the Zoning Use Permit or if the use has been discontinued for six months, then approval shall terminate at that date. 9. This Zoning Use Permit is subject to revocation upon 60 days notification by the Board of Supervisors if, in the opinion of the Commission and Board, the continued use of the property would be contrary to the public health, safety, and welfare. WHEREAS, the notice of hearing was published in The Standard, a newspaper of general circulation in Kingman, Mohave County, Arizona, March 21, 1998, and posted on March 20, 1998, as required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
