RESOLUTION NO. 95-508
WHEREAS, Section 395 of the Code of Federal Regulations (C.F.R.), also known as the
Randolph-Sheppard Act passed in Nineteen Hundred Thirty Six (1936), mandates that concessions
in Federal facilities be operated by qualified blind individuals, and
WHEREAS, Arizona Revised Statute AZ 23-504, also known as the Mini-Randolph-
Sheppard Act, passed in Nineteen Hundred Seventy Four (1974), expands the regulations of the
Randolph-Sheppard Act to apply to State, County, Municipal, and City facilities, and
WHEREAS, the Business Enterprise Program (B.E.P.), is a division of the Department
of Economic Security (D.E.S.), and is the authorized state agency that is responsible for
implementing the opportunities offered the Blind under both the Randolph-Sheppard Act and the
Mini-Randolph-Sheppard Act, and
WHEREAS,the U.S. Department of Labor has determined that at least seventy percent
(70%) of working-age blind are unemployed or underemployed due to attitudinal barriers within
society that prevent the blind from securing gainful employment, and
WHEREAS, Mohave County Arizona, is a growing, vibrant area with the potential for
opportunities for the blind, and by affording the blind these opportunities, Mohave County will
be assisting in the removal of these attitudinal barriers the blind face in securing gainful
. employment.
NOW, THEREFORE, BE IT RESOLVED that Mohave County, Arizona does hereby
recognize the federal law titled the Randolph-Sheppard Act, and be it
FURTHER RESOLVED THAT Mohave County, Arizona does hereby recognize the
Arizona State Law titled the Mini-Randolph-Sheppard Act, and be it
FURTHER RESOLVED THAT Mohave County, Arizona does hereby agree to work
with the presiding state agency that is responsible for implementing the opportunities offered the
blind under the aforementioned laws.
