RESOLUTION NO. 98-47
A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A ZONING USE PERMIT
ON A PORTION OF THE E~ SE¼ SE¼ SE'A OF SECTION 20, TOWNSHIP 14 NORTH, RANGE
20 WEST, FOR A RECREATIONAL VEHICLE PARK IN A C-2 (GENERAL COMMERCIAL)
ZONE, IN THE LAKE HAVASU CITY AREA, MOHAVE COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on February
2, 1998, a public hearing was conducted to determine whether an Extension of Time for a Zoning Use
Permit should be granted for the above-described property as requested by Hi-Way Haven R.V. Park, Inc.,
being represented by A. L. Wulfeck of San Clemente, California, and
WHEREAS, this property is located west of London Bridge Road, Old State Highway 95, and south
of Lake Drive. The site is accessed from State Highway 95 via west on Lake Drive to London Bridge Road,
then south on London Bridge Road approximately one-eighth mile to a 100-foot wide public access
easement, then west on this easement approximately 250 feet, then south to the site. The property is vacant
and relatively flat, sloping slightly to the west toward the Colorado River. There are no significant drainage
patterns. The Mohave County General Plan designates this area as an Urban Development Area, and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on August 8, 1994, via BOS Resolution No. 94-252. It was extended for the first time with BOS Resolution
No. 95-446 on November 6, 1995. The second Extension of Time was granted by BOS Resolution No. 96-
337 on October 7, 1996, and
WltEREAS, this Extension of Time will allow the applicant time to resolve the access, water, and
sewer problems with the Vista Laguna developer. According to the Vista Laguna developer, this should be
resolved shortly, as the applicant stated in his letter of November 14, 1997, and as should the other
conditions as required by BOS Resolution No. 94-252, and
WHEREAS, the property owner has not accomplished any of the conditions of approval as required
by BOS Resolution No. 94-252, and
WHEREAS, this will be the third Extension of Time for this property, and
WHEREAS, a review of FEMA FIRM Panel #040058-311 OB indicates the parcel described to be
in Zone AO, in the Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:

a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave Connty General Plan.
c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
g. This request does not comply with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave Connty Planning and Zoning Commission on
January 14, 1998, the Commission recommended APPROVAL for an Extension of Time for a Zoning Use
Permit subject to the following:
I. Compliance with the conditions ofBOS Resolution No. 94-252.
2. This Extension of Time will be in effect nntil August 8,1998.
3. This will be the last Extension of Time nnless significant progress is made to complete the
conditions ofBOS Resolution No. 94-252.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, January 17, 1998, and posted on January 16, 1998, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, February 2, 1998, APPROVED this Extension of Time for a Zoning Use Permit as
recommended by the Mohave County Planning and Zoning Commission and outlined herein.
