RESOLUTION NO. 98-74
A RESOLUTION SETTING FORTH AN EXTENSION OF TIME FOR A REZONE OF LOT 1,
BLOCK M, LAKE MOHAVE COUNTRY CLUB ESTATES, UNIT 3, AMENDED, IN SECTION
31, TOWNSHIP 22 NORTH, RANGE 16 WEST, FROM R-M/lA (MULTIPLE-RESIDENTIAL/ONE
ACRE MINIMUM LOT SIZE) ZONE TO C-2H/1A (GENERAL COMMERCIAL HIGHWAY
FRONTAGE/ONE ACRE MINIMUM LOT SIZE) ZONE, IN THE KINGMAN AREA, MOHAVE
COUNTY, ARIZONA.
WHEREAS, at the regular meeting of the Mohave County Board of Supervisors held on February
2, 1998, a public hearing was conducted to determine whether an Extension of Time for a Rezone should
be granted for the above-described property as requested by Brian Van Nguyen of Kingman, Arizona, and
WHEREAS, this property is located east of Stockton Hill Road and north of the City of Kingman.
The site is accessed from Stockton Hill Road via east on Northern Avenue to the property, located on the
southwest comer of Northern Avenue and North Stardust Road. The property is vacant and relatively flat,
sloping slightly to the east. There are no significant drainage patterns. The Mohave County General Plan
designates this area as an Urban Development Area, and
WHEREAS, this rezone was conditionally approved by the Mohave County Board of Supervisors
on June 3, 1996 via BOS Resolution No. 96~211. The first Extension of Time was not requested by the
applicant, and
WHEREAS, this Extension of Time will allow the applicant time to accomplish the conditions as
required by BOS Resolution No. 96-211, and
WHEREAS, the property owner has not accomplished any of the conditions of approval as required
by BOS Resolution No. 96-211, and
WHEREAS, this will be the first and second Extensions of Time for this property, and
WHEREAS, a review of FEMA FIRM Panel #040058-2165C indicates the parcel described to be
in Zone C, not in the FEMA Special Flood Hazard Area, and
WHEREAS, the following described Findings of Fact are for the above-captioned item:
a. All notices have been advertised and posted according to regulations.
b. The proposed action and effect complies with the Mohave County General Plan.

c. The site is adequate for the action intended and the use is consistent with the surrounding
land uses and terrain.
d. The neighboring area contains land uses similar to the above-proposed action.
e. The site has legal access.
f. There are no significant environmental features affecting the site.
g. This request complies with the Extension of Time Policy.
WHEREAS, at the public hearing before the Mohave County Planning and Zoning Commission on
January 14, 1998, the Commission recommended APPROVAL for an Extension of Time for a Rezone
subject to the following:
1. Compliance with the conditions of BOS Resolution No. 96-211.
2. This Extension of Time will be in effect until June 3, 1998.
3. This will be the last Extension of Time unless significant progress is made to complete the
conditions of BOS Resolution No. 96-211.
WHEREAS, the notice of hearing was published in The Standard, a newspaper of general
circulation in Kingman, Mohave County, Arizona, January 17, 1998, and posted on January 16, I998, as
required by Arizona Revised Statutes and the Mohave County Zoning Regulations.
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors, at their regular meeting
on Monday, February 2, 1998, APPROVED this Extension of Time for a Rezone as recommended by the
Mohave County Planning and Zoning Commission and outlined herein.
